What is

Build Up Local?

Build Up Local is a one stop shop for all business owners and entrepreneurs including resources for communities of color (Asian-Pacific and South Asian, Black, Hispanic/Latino, and Native American) to learn about opportunities made available through the Bipartisan Infrastructure Law.  Our goal is to help close the racial wealth gap through inclusive infrastructure contracting opportunities and to make sure all business owners have access to the resources they need.

What is the Bipartisan Infrastructure Law?

The $1.2 trillion Bipartisan Infrastructure Law (AKA the Infrastructure Investment and Jobs Act, the Bipartisan Infrastructure Deal) was signed into law by President Biden in November 2021 and will dictate all federal infrastructure policy and funding through Fiscal Year 2026. What does BIL mean for my business?

The Bipartisan Infrastructure Law makes available billions of dollars of investment towards infrastructure projects across the country. The vast majority of the funding will be funneled through state and local governments, and the Biden-Harris Administration has strongly encouraged members of the private sector organizations (such as nonprofits, community colleges, businesses, etc.) to work with public sector leaders to plug into local communities to ensure that they have access to all of the benefits the BIL has to offer. 


For any business owner, this means access to contracts, to workforce development programs, and to growing relationships with important stakeholders in both your local government and with the federal government. This means creating new jobs and building up communities that have previously been left behind by federal investments and uplifting the next generation.

About Us

The National Urban League (NUL), the National Minority Supplier Development Council (NMSDC), and Public Private Strategies Institute (PPSI) are partnering to provide guidance, education, and engagement opportunities from the Bipartisan Infrastructure Law for systematically excluded diverse businesses regarding contracting opportunities by building an online education platform.
