FACT SHEET: White House Releases New Technical Assistance Resources to Help Communities Unlock Opportunities from President Biden’s Investing in America Agenda

President Biden is growing the economy from the middle out and bottom up, and his Investing in America agenda unlocks billions of dollars in opportunity for states, territories, Tribes, and local governments to make a once-in-a-generation investment in infrastructure, clean energy and climate resilience.

Over 90% of the Bipartisan Infrastructure Law (BIL)’s historic funding is being deployed by non-Federal partners. And the Inflation Reduction Act (IRA) provides state, local, Tribal, territorial and non-governmental partners significant new funding for clean energy, climate mitigation and resilience, agriculture, and conservation-related investments through both grant funding and tax credits.

In the past, too many communities have lacked the resources to apply for and deploy transformative Federal funding opportunities. The Biden-Harris Administration has made it a major goal to help state, local, Tribal and territorial governments and other nongovernmental partners navigate, access, and deploy these record resources to build a better America.

From creating state infrastructure coordinators in partnership with governors to releasing guidebooks and toolkits to better navigate the infrastructure and clean energy laws; to standing up new programs to provide or fund technical advisors for lower-capacity communities, the Administration is ensuring all communities can access Federal funding.

Today, the White House released an updated technical assistance guide that focuses on federal and state technical assistance programs aimed at accessing and deploying Bipartisan Infrastructure Law and Inflation Reduction Act funding. The updated technical assistance guide builds on the Bipartisan Infrastructure Law’s Guidebook , Rural Playbook , and Tribal Playbook , and the Inflation Reduction Act’s Guidebook and Tribal Playbook . This new guide highlights programs that help communities navigate programs and resources that can help them deliver infrastructure, clean energy and climate resilience projects. The White House also maintains a webpage with resources on the Inflation Reduction Act’s “elective pay” (often called “direct pay”) provisions, through which tax-exempt and governmental entities can, for the first time, take advantage of tax credits for building clean energy projects.

While some of these programs offer hands-on and intensive planning and delivery support for communities, others are more self-directed resources and tools such as webinars and websites, or funding that can support project planning. The guide covers more than 150 technical assistance and capacity building programs encompassing well over $1 billion in Federal support. In addition to federal programs, the guide is also highlighting over a dozen new commitments from states to support local government applicants.

This guide is just one more way we’re working to ensure state, local, Tribal and territorial governments have the tools and resources they need to unlock the historic investments in President Biden’s Investing in America agenda."

THRIVING COMMUNITIES NETWORK TO HELP UNLOCK HISTORIC FUNDING

While technical assistance has many forms, the most intensive technical assistance and capacity building is being delivered through the interagency Thriving Communities Network (TCN). Created in 2022, the TCN is a federal interagency effort to coordinate place-based technical assistance and capacity-building resources for urban, rural, and Tribal communities experiencing a history of economic distress and systemic disinvestment. These federal resources include grant and financial management support, pre-development assistance, community engagement, planning, and project delivery support. Through TCN, federal partners at the U.S. Departments of Agriculture, Commerce, Energy, Housing and Urban Development, Transportation, and the Environmental Protection Agency, Federal Emergency Management Agency and General Services Administration are coordinating and collaborating across a set of specific assistance programs and engaging their regional and field staff who often serve as key points of contact for communities.

At a time of historic federal infrastructure and climate investment through the Bipartisan Infrastructure Law and Inflation Reduction Act, the Biden-Harris Administration has made its Justice40 pledge a priority, ensuring that 40 percent of the overall benefits of certain federal investments, such as climate, clean energy, and other areas, flow to disadvantaged communities that are marginalized and overburdened by pollution and underinvestment. This place-based technical assistance network is one way the Administration is committed to delivering on the Justice40 Initiative and advancing President Biden’s commitment to environmental justice.

Among key areas of technical assistance progress in the network:

Launched in April 2022 and expanded in November 2022, the Rural Partners Network is now active in 36 community networks in 10 states and Puerto Rico. Community networks receive on-the-ground support from full-time federal staff who live and work locally. These staff members provide technical assistance based on each community’s needs, helping them navigate federal programs, build relationships and prepare successful applications for funding.
Yesterday, the U.S. Department of Transportation (DOT) released a Notice of Funding Opportunity (NOFO) for up to $22 million in grants to provide targeted technical assistance and a Call for Letters of Interest from communities seeking support through its Thriving Communities Program . Earlier this year, DOT announced four Capacity Builder teams received $21.15 million to provide technical assistance and support to 64 communities.
Earlier this year, EPA, in partnership with the Department of Energy (DOE), announced the 16 Environmental Justice Thriving Communities Technical Assistance Centers (EJ TCTACs) that will receive $177 million to help underserved and overburdened communities across the country. These centers will provide training and other assistance to build capacity for navigating federal grant application systems, writing strong grant proposals, and effectively managing grant funding.
The Interagency Working Group on Coal and Power Plant Communities and Economic Revitalization led by DOE is prioritizing the immediate needs of coal mining and power plant communities by coordinating, identifying, and delivering federal resources to all Energy Communities including rural, urban, oil, gas, fenceline and Tribal communities.

STATES PROVIDE UNPRECEDENTED SUPPORT

Because a majority of Bipartisan Infrastructure Law funding and critical Inflation Reduction Act grant funding flows to states through formula programs, the Administration has put a particular focus on helping states deploy those resources wisely and well, in part by establishing a state infrastructure coordinators network to provide hands-on coordination, technical assistance and support. Governors and state leaders from across the country have answered the call to get technical assistance to those who need it most. Over a dozen states are now providing significant technical assistance and local match resources to support accessing and deploying funding from the President’s Investing in America agenda. Leveraging the work of state infrastructure coordinators, states have begun to share and then emulate these best practices.

Among some of the new technical assistance models from states:

Colorado created 14 Regional Grant Navigator (RGN) positions at each of the Councils of Government across the state to provide capacity support to Colorado local governments, special districts, and federally recognized Tribes seeking BIL and IRA funding opportunities through grant navigation, writing and review, technical support, resource sharing and regional collaboration support.
Delaware’s Grant Assistance Program at the University of Delaware is providing free technical grant assistance to local governments funded by the state budget for BIL programs and other competitive and formula grant opportunities through project development, grant writing assistance, and project delivery assistance, including project implementation support, grant management, and reporting assistance.
The Illinois Department of Commerce and Economic Opportunity’s Federal Grant Support Program is making up to $15 million available to Illinois-based businesses and organizations seeking competitive federal grants.
Prompted by President Biden’s Interagency Working Group on Coal and Power Plant Communities and Economic Revitalization, Kentucky created a program to help local governments and nonprofit entities apply for and match available federal funding.
Louisiana’s Governor’s Office is partnering with the Louisiana Municipal Association and Police Jury Association to deliver technical assistance and non-federal match support to local governments via a newly created joint non-profit, the Louisiana Infrastructure Technical Assistance Corporation, funded with $25 million in state funds.
Maine’s Community Resilience Partnership (CRP) provides financial and technical assistance to communities to plan and implement climate-ready infrastructure, increase community resilience to the impacts of climate change, and reduce greenhouse gas emissions. For example, the Towns of Blue Hill, Surry and Brooksville received CRP funding to complete a climate vulnerability assessment across all three communities, positioning them for federal funding to improve a highly vulnerable and shared wastewater treatment facility.
Massachusetts is distributing direct local technical assistance funding to each of the Commonwealth’s 13 regional planning agencies to enable municipalities to take on federal funding applications and other projects they may not have the staff capacity to address on their own.
Michigan’s new infrastructure office established a Technical Assistance Center to allow eligible recipients to receive support for BIL funding applications through project planning, application writing, and compliance support. Through the Make it in Michigan Competitiveness Fund, technical assistance is also available for IRA and CHIPS funding applications.
Minnesota is providing state grant funds of up to $30,000 for local agencies and Tribes that seek to apply for a federal discretionary grant for a transportation related purpose.

Wisconsin’s Department of Natural Resources established a direct technical assistance program for eligible school districts and Tribal organizations looking to participate in EPA’s Clean School Bus Program, boosting the number of applicants for the program. Wisconsin entities were awarded funding for 65 electric school buses.

Rhode Island’s Governor’s office and the Partnership for Rhode Island created CompeteRI to provide capacity and technical support to state agencies, municipalities, Tribal governments, educational institutions, nonprofits, and private entities as they apply for BIL grants.

PHILANTHROPY AND OTHER PARTNERS STEP IN

Ensuring that the full benefits of the Biden-Harris Administration’s Investing in America agenda reach the people and places that need them most requires a concerted effort not only from the federal government, but from non-federal actors of all kinds. Much of this progress wouldn’t be possible without the many philanthropic organizations that have stepped up to support states and local communities in delivering on this once-in-a-generation investment.

Philanthropy has long played a critical role in advancing climate action and providing crucial capacity-building, technical assistance, and direct support to nonprofit organizations and low-income and underserved communities.

In response to the Administration’s external engagement efforts, philanthropic, labor and nonprofit organizations have committed new resources to assist communities accessing and deploying federal infrastructure funding, including:

Bloomberg Philanthropies, Emerson Collective, Ballmer Group, Ford Foundation, and the Kresge Foundation, launched the Local Infrastructure Hub , a national program to ensure that all U.S. cities and towns can access federal infrastructure funding to drive local recovery, improve communities, and deliver results for residents. The $55 million commitment of support for local communities, delivered in collaboration with the U.S. Conference of Mayors, National League of Cities, and Results for America, has brought together leading experts and resources to help city leaders access and ambitiously leverage funding from the Bipartisan Infrastructure Law and the Inflation Reduction Act to advance groundbreaking solutions to major challenges, especially narrowing wealth disparities for communities of color and cutting the emissions that cause climate change. To date, the Local Infrastructure Hub has delivered technical assistance and strategic guidance to more than 1,100 local governments.
Accelerator for America (AFA) is providing technical assistance and capacity building to help local government and economic development leaders maximize this moment of new investment in infrastructure and climate action. AFA is supporting more than 40 communities with in-kind support for strategic planning/predevelopment, grant writing, workforce development initiatives, peer learning cohorts, and project delivery innovation. AFA is facilitating partnerships and support from the private sector, philanthropy and other government partners to help local leaders leverage additional funding, as part of a Capacity Builder Team within DOT's Thriving Communities Program. AFA supported cities have won millions in DOT discretionary grants.
The Catalyze Registry is a new philanthropic registry and matchmaking service born out of The White House’s Talent Pipeline Challenge announced by President Biden last November. Led by What Works Plus funder collaborative and America Achieves, the Catalyze Registry enables philanthropy to scale needed support for initiatives that build a diverse talent pool for quality infrastructure careers. To date, 18 national funders have accessed the registry to learn about federally funded place-based coalitions seeking about $35 million in philanthropy to maximize their impact.
The State Funding Readiness Project (SFRP) is a collaborative program between the U.S. Climate Alliance and Hua Nani Partners that provides no-cost rapid response technical assistance to help states leverage federal investments from the BIL and IRA in ways that advance climate equity priorities and reduce greenhouse gas emissions. The program matches states with specialized experts that offer a wide range of technical support services, including grant-writing assistance, technical sector expertise, and Justice40 implementation, to help develop ambitious and competitive grant applications. SFRP fills gaps in state expertise and capacity that hinder their ability to apply for federal funding opportunities. Since 2022, SFRP has assisted 11 states in submitting 17 federal grant applications targeting more than $980 million in program funding.
Robert Wood Johnson Foundation (RWJF) has signed a memorandum of understanding with DOT to coordinate aligned Reconnecting Communities technical assistance efforts to plan and build infrastructure that reconnects and improves access, especially for marginalized communities. Working with philanthropic organizations like RWJF leverages additional resources and enables support to more communities and organizations that are working to provide people with better mobility options to facilitate community revitalization, catalyze equitable development and create access to more economic opportunities.
Communities First Infrastructure Alliance, supported by numerous national and community foundations, has brought together government, philanthropic, and community leaders committed to advancing more inclusive public investment. The Communities First Fund resources community-based organizations to expand their capacity and effectively engage in the public process as part of a longer-term movement-building strategy and to fortify the civic infrastructure to meet this moment. To foster greater coordination among capacity builders, technical assistance providers, practitioners, and community partners, Communities First is coordinating Regional Convenings in the coming months to elevate emerging priorities, champion best practices, and encourage accountability standards that address the challenges of those disproportionately impacted by past underinvestment at scale. The regional convenings will support communities to unlock the federal resources available and actualize the climate & racial justice commitments of the Biden-Harris Administration.
The Milken Institute (MI) is working to accelerate the development of a robust pipeline of shovel-worthy community infrastructure projects, focusing especially on under-served rural, urban, tribal and environmental justice communities with capacity challenges. MI’s Community Infrastructure Center platform connects community project sponsors to federal and non-federal funding sources and project readiness tools to help communities develop loan-worthy, grant-worthy and investment-ready projects. The CIC was initially supported by a grant from the U.S. Department of Commerce. To engage local communities and states about the importance of project predevelopment to enable communities to effectively access new federal funding, MI formed the 10,000 Communities Initiative, a collaborative partnership effort that organizes regional events across the U.S. to advance pipeline. Since public roll-out in January, 2023, the CIC platform now has 250 individual communities using our tools and 27 organizations now building a portfolio of 2500+ climate and rural equity projects using dedicated channels on the platform.

In conjunction with the 1-year anniversary of the Inflation Reduction Act, the White House recently announced that major philanthropic organizations have formed several “pooled funds,” and, in combination with aligned national philanthropies, impact investing organizations and intermediaries, have committed over $1.6 billion to support the implementation of the clean energy and climate provisions of the Inflation Reduction Act. This support will ensure more direct access to critical technical assistance for underserved communities so that they can realize the full benefits of the law.

A current list of participants in this effort include: Ballmer Group, Bezos Earth Fund, Bloomberg Philanthropies, Breakthrough Energy, ClimateWorks Foundation, Communities First, David and Lucile Packard Foundation, Elemental Excelerator, Ford Foundation, High Tide Foundation, Hyphen, James Irvine Foundation, John D. and Catherine T. MacArthur Foundation, J40 Accelerator, Joshua and Anita Bekenstein Charitable Fund, Kresge Foundation, McKnight Foundation, Omidyar Network, Open Society Foundations, Open Society Policy Center, Rockefeller Brothers Fund, RF Catalytic Capital, Rural Climate Partnership, Sea Change Foundation, Sequoia Climate Foundation, Skoll Foundation, The Families and Workers Fund, The JPB Foundation, The Just Transition Fund, The Rockefeller Foundation, Three Cairns Group, U.S. Energy Foundation, Waverley Street Foundation, William and Flora Hewlett Foundation, Wyss Foundation.

These philanthropic initiatives will support communities and organizations across the country as they work to access the programs and opportunities contained in the Investing in America agenda, create good-paying local jobs, grow clean energy industries and good jobs, and create better, more equitable, and healthier places to live.

Examples of initiatives this philanthropic funding is intended to support include:

expanding green spaces to combat urban heat and build climate resilience,
supporting technical and planning assistance to access programs like direct pay tax incentives to advance community-led priorities and grant programs for electric utilities and rural co-ops to invest in clean energy infrastructure,
providing no-cost federal grant writing services to Tribes,
underwriting regional convenings with government and community leaders,
accelerating support for state and local understanding and use of federal investments, like the Greenhouse Gas Reduction Fund and clean energy tax credits,
empowering workers through union labor and workplace advocacy to engage in the clean energy transition,
and ensuring that the clean energy economy is made real and benefits everyone, especially in low-income, rural, energy, and disadvantaged communities.

The Biden-Harris Administration welcomes additional commitments from nongovernmental stakeholders to support states and help local communities access this once-in-a-generation investment.

Biden-Harris Administration Announces New, Streamlined Funding Application Process for Infrastructure Projects That Reconnect Communities

The U.S. Department of Transportation is now taking applications for the Reconnecting Communities and Neighborhoods (RCN) Program , an unprecedented effort to build good transportation infrastructure to reconnect communities to economic opportunities. The streamlined program, which combines two different programs created by the Bipartisan Infrastructure Law and Inflation Reduction Act, will make it easier to submit an application and increase opportunity for communities that are seeking funding for projects that address harm from past infrastructure planning decisions, accelerate equitable community revitalization, and improve access to everyday destinations.

“Transportation should never divide communities – its purpose is to connect people to jobs, schools, housing, groceries, family, and more. That’s what the Reconnecting Communities program and the Neighborhood Access and Equity program are designed to ensure,” said U.S. Transportation Secretary Pete Buttigieg. “By combining these two grant programs into a single application, we are making it easier for communities to seek and receive the funding they need to build better, safer, inclusive infrastructure for the future.”

The Reconnecting Communities Pilot Program was established in President Biden’s infrastructure law to help fund community-led projects that mitigate physical barriers to mobility and access, such as train tracks or highways. The Inflation Reduction Act established the Neighborhood Access and Equity Program that similarly funds projects that remove physical barriers as well as projects to improve walkability, safety, and affordable transportation access, particularly in low-income and disadvantaged communities.

Available funding includes:

$198 million for the Reconnecting Communities Pilot Program which includes:
$148 million for Capital Construction Grant funds
$50 million for Community Planning Grants, including funding for technical assistance.
$3.155 billion for the Neighborhood Access and Equity Program which includes:
$135 million to Community Planning Grants
$2.57 billion to Capital Construction Grants
$450 million to Regional Partnerships Challenge Grants, designed to incentivize regions to come together to leverage both federal, state, and regional funding and policies to tackle problems.

CHIPS for America Teaming Partner List

CHIPS for America has made available a teaming partner list that will enable entities to share information, foster collaboration, and advance shared goals. This list allows entities to share their contact information and capabilities so that potential applicants can reach out and consider utilizing their expertise to advance the CHIPS Act’s objectives.

This list includes businesses that may not qualify as covered entities under the CHIPS funding opportunities, as well as organizations that provide support services relevant to the execution of the CHIPS incentives program. These entities can include educational and workforce training providers; childcare providers; organizations that engage or support minority-owned, women-owned, and veteran-owned businesses; community-based organizations; labor unions; and others. This list does not directly connect entities to potential applicants but enables external entities to explore potential strategic partnerships.

The CHIPS Program Office is not endorsing, sponsoring, or otherwise evaluating the qualifications of the entities and organizations that have self-identified for placement on the list. Entities seeking to utilize the list are advised to conduct their own due diligence of any entity they contact.

Biden-Harris Administration Announces $60 Million to Create a Climate Resilience Accelerator Program and Support Small Businesses through Investing in America Agenda

The National Oceanic and Atmospheric Administration (NOAA) is launching the Ocean-Based Climate Resilience Accelerators program , a $60 million investment in coastal resilience and American small businesses through President Biden’s Investing in America agenda. The program, funded by the Inflation Reduction Act , will foster public-private partnerships to help support small businesses that are developing sustainable technologies geared toward climate resilience to attract capital, mature their technologies and scale their business models for climate impact.

“To tackle the urgent threat that climate change poses, we need all hands-on deck — that means the public and private sectors — to develop next generation technologies and innovations that will bolster climate resilience and protect our future,” said U.S. Secretary of Commerce Gina Raimondo. “Thanks to President Biden’s Investing in America agenda, we are ensuring that America’s small businesses — the backbone of our economy — are part of developing climate solutions that make our communities healthier and local economies stronger.” Read more here.

European Union-U.S. Data Privacy Framework Strengthened for Data Flow

Now that the EU has adopted its adequacy decision for the Data Privacy Framework (DPF), personal data can be transferred from EU countries and from Iceland, Liechtenstein and Norway to U.S. organizations participating in the EU-U.S. DPF consistent with EU law. We expect this determination will also facilitate transfers through other EU legal mechanisms, including Standard Contractual Clauses and Binding Corporate Rules. Read more here.

Biden-Harris Administration Outlines Plan to Strengthen Semiconductor Supply Chains as Part of Investing in America Agenda

Earlier this month, the U.S. Department of Commerce announced a Strategic Vision and Application Process for Semiconductor Supply Chain Projects, nearly 400 Companies Interested in CHIPS Incentives.

The U.S. Department of Commerce has shared the Biden-Harris Administration’s strategic vision to strengthen the semiconductor supply chain through CHIPS for America investments. To advance this vision, the Department announced a funding opportunity and application process for large semiconductor supply chain projects and will release later in the fall a separate process for smaller projects . Large semiconductor supply chain projects include materials and manufacturing equipment facility projects with capital investments equal to or exceeding $300 million.

Bidenomics in Action: Creating Jobs & Lowering Costs

Bidenomics has created 209,000 jobs last month, totaling 13.2 million jobs since President Biden took office. The economy has recovered all pandemic-related job losses and added nearly 4 million more. Unemployment remains under 4% for 17 consecutive months, the longest stretch in over 50 years.

Manufacturing, construction, and research & development have seen over 1.5 million job creations. Labor force participation is at its highest in over 20 years, with record-breaking participation from working-aged women. This approach prioritizes growing the economy from the middle out and bottom up, resulting in the strongest pandemic recovery, low inflation, rising wages, and decreased annual inflation.

Bidenomics continues to prioritize lowering costs and supporting small businesses through promoting competition. Recognizing that capitalism thrives on fair competition, the administration has taken significant steps to address the impact of monopolies and excessive pricing. On July 26th, the Department of Commerce (DOC) hosted its third episode of the Commerce Up Close speaker series. The event featured leading experts from across DOC and the White House who detailed the Department’s work negotiating the Indo-Pacific Economic Framework (IPEF) and how it will strengthen supply chains while creating cleaner and fairer economies. Companies have announced $166 billion in investments in semiconductors and electronics in the one year since President Biden signed CHIPS into law

One year ago, President Biden signed into law the CHIPS and Science Act (CHIPS), which makes a nearly $53 billion investment in U.S. semiconductor manufacturing, research and development, and workforce. The law also creates a 25 percent tax credit for capital investments in semiconductor manufacturing, and is helping to keep America at the forefront of innovation and technological development. Semiconductors were invented in the United States, but today we produce only about 10 percent of global supply—and none of the most advanced chips. Similarly, investments in research and development have fallen to less than 1 percent of GDP from 2 percent in the mid-1960s at the peak of the space race. The CHIPS and Science Act aims to change this by driving American competitiveness, making American supply chains more resilient, and supporting our national security and access to key technologies.

In the one year since CHIPS was signed into law, companies have announced over $166 billion in manufacturing in semiconductors and electronics, and at least 50 community colleges in 19 states have announced new or expanded programming to help American workers access good-paying jobs in the semiconductor industry. In total, since the beginning of the Biden-Harris Administration, companies have announced over $231 billion in commitments in semiconductor and electronics investments in the United States. This week alone, the Department of Commerce announced the first round of grants under CHIPS to support the development of open and interoperable wireless networks, and the National Science Foundation and Departments of Energy, Commerce, and Defense announced progress toward establishing the National Semiconductor Technology Center, which will help advance America’s leadership in semiconductor research and development.

One Year of Progress on Semiconductor Manufacturing and Innovation

Over the past year, agencies across the federal government have been developing and executing on programs established under CHIPS to encourage domestic semiconductor manufacturing, invest in research and development, and support supply chain resilience and workforce development. Key milestones in the Administration’s implementation of CHIPS include:

Supporting U.S. Semiconductor ManufacturingThe Department of Commerce launched the first funding opportunity for the $39 billion in semiconductor manufacturing incentives provided in the Act just six months after CHIPS was passed. This funding opportunity covers funding for projects to construct, expand, or modernize facilities producing semiconductors and for projects that are making large investments in facilities to produce semiconductor materials and manufacturing equipment. As the Department assesses applications, economic and national security considerations will be key factors and the program will, among other objectives, aim to provide a supply of secure, national-security relevant semiconductors.

Already, the Department of Commerce has received more than 460 statements of interest from companies for projects across 42 states interested in receiving CHIPS funding to invest across the semiconductor value chain from manufacturing to supply chains to commercial R&D.
The Department of Commerce has also stood up CHIPS for America, a team of more than 140 people working to support implementation of all aspects of the CHIPS incentives program.
The Department of the Treasury released a proposed rule in March 2023 to provide guidance on the Advanced Manufacturing Investment Credit, a 25% investment tax credit for companies engaged in semiconductor manufacturing and producing semiconductor manufacturing equipment. The Department of the Treasury also released a proposed rule in June 2023 to allow companies to receive the full amount of the Advanced Manufacturing Investment Credit as a direct payment from the Internal Revenue Service.
The Department of the Treasury released a proposed rule in March 2023 to provide guidance on implementing the Advanced Manufacturing Investment Credit to assist companies engaged in semiconductor manufacturing and producing semiconductor manufacturing equipment with a 25% tax credit.

Protecting National Security and Working with Allies and Partners

The Department of Commerce issued a proposed rule in March 2023 to implement the national security guardrails laid out in CHIPS. These guardrails are intended to prevent technology and innovation funded by the program from being misused by foreign countries of concern. The Department of the Treasury’s proposed rule in March 2023 implemented parallel guardrails for the Advanced Manufacturing Investment Credit.

The Department of State announced in March 2023 its plans for implementing the International Technology Security and Innovation Fund to support semiconductor supply chain security and diversification, as well as adoption of trustworthy and secure telecommunications networks. The State Department has already announced partnerships with Costa Rica , Panama , and the OECD to explore opportunities to collaborate on the global semiconductor supply chain.
The Department of Defense and Department of Commerce signed an agreement to expand their collaboration to make sure that CHIPS investments will position the United States to manufacture semiconductors essential to national security and defense programs.
As it implements CHIPS, the Department of Commerce has been in close touch with a number of partners and allies including the Republic of Korea, Japan, the United Kingdom, India, and the European Union. The United States is engaging with partners and allies to coordinate government incentive programs, build resilient cross-border semiconductor supply chains, promote knowledge exchange and collaboration in developing next-generation technologies, and implement safeguards to protect national security.
Creating Jobs and Workforce Pipelines for American WorkersThe White House announced an initial set of five Workforce Hubs to create pipelines for Americans to access good-paying jobs in the semiconductor industry and other industries seeing an increase in investments driven by President Biden’s Investing in America agenda – including CHIPS, the Inflation Reduction Act, and the Bipartisan Infrastructure Law. The White House also announced a national Workforce Sprint focused on creating pipelines into advanced manufacturing jobs, including in the semiconductor industry.
At least 50 community colleges have already announced new or expanded semiconductor workforce programs. In July, the White House launched its first Workforce Hub in Columbus, Ohio, where Columbus State Community College announced a new partnership with Intel which will create a new semiconductor technician credentialing course, available this fall.
The National Science Foundation is investing in the American semiconductor workforce through new initiatives focused on the manufacturing workforce, supporting researchers, and curriculum development. This includes partnerships with major semiconductor and technology companies.
According to Handshake, student applications to full-time jobs posted by semiconductor companies were up 79% in 2022-2023, compared to just 19% for other industries.
Investing in InnovationThe Department of Commerce is partnering with the Department of Defense, the Department of Energy, and the National Science Foundation to establish the National Semiconductor Technology Center (NSTC), a critical part of the CHIPS research and development program that will support U.S. leadership in semiconductor innovation, cut down on the time and cost of commercializing new technologies, and develop the semiconductor workforce. The Department of Commerce has also outlined its strategy for the NSTC with respect to extending U.S. leadership in semiconductor innovation, reducing time to commercialization, and building a strong microelectronics workforce.
The Department of Commerce is also continuing to work on other parts of its $11 billion R&D funding including the metrology program , the National Advanced Packaging Manufacturing Program, and up to three new Manufacturing USA Institutes.
The Department of Defense released a Request for Solutions for its Microelectronics Commons R&D program in December 2022. This program will support hardware prototyping, the transition of new technologies from lab-to-fab, and workforce training. Source selection is currently underway.
Supporting Regional Economic Development and InnovationThe Department of Commerce released a funding opportunity in May 2023 for Phase 1 of the $500 million Tech Hubs Program . This is an economic development program to develop centers of innovation across the country through support of regional manufacturing, commercialization, and deployment of key technologies.
The Department of Commerce released a funding opportunity in June 2023 for Phase 1 of the $200 million Recompete Pilot Program , an initiative to support economic opportunity and create good jobs in persistently distressed communities.
The National Science Foundation established a new Directorate for Technology, Innovation, and Partnerships. This Directorate has already launched the NSF Regional Innovation Engines program, which is helping to support innovation in geographies that have not received the full benefits of technology advancement in past decades. In May 2023, NSF announced 44 NSF Engines Development Awards spanning 46 U.S. states and territories , each funded at up to $1 million over two years to plan for a future NSF Engine. In August 2023, NSF announced 16 finalists for the inaugural set of NSF Engines awards , which are anticipated by the end of the year and will provide each NSF Engine with up to $160 million over up to 10 years.
Support Wireless Innovation and SecurityThis week, the Department of Commerce announced its first round of grants from its $1.5 billion Public Wireless Supply Chain Innovation Fund to support the development of open and interoperable wireless networks.

Biden-Harris Administration Announces $20 Million in Grants to Help Communities Prosper with Improved Access to Transit

WASHINGTON – The U.S. Department of Transportation's Federal Transit Administration (FTA) last week announced that it will award $20 million to 47 communities to help improve public transportation options in areas experiencing long-term economic distress, one of the many ways the Biden-Harris Administration is investing in America by creating jobs and opportunity through infrastructure investment. FTA's Areas of Persistent Poverty (AoPP) program provides support to state and local governments, transit agencies, and nonprofit organizations to create better transit for residents with limited or no transportation options.

"Across the country, people who live in low-income rural, urban, and Tribal communities are less likely to own a car and more likely to rely on public transit," said U.S. Transportation Secretary Pete Buttigieg. "Through this program, we are bringing affordable, accessible public transit to the very communities that need it the most, making it possible for more people to access jobs, resources, and opportunity."

Investments from the Areas of Persistent Poverty program can be used to support efforts to initiate transit service as well as improve service and modernize fleets, from procuring low- and no-emission buses, to launching scheduling apps and improving bus stops. They also deliver on our commitments to invest in projects that provide benefits to communities with environmental justice concerns. "Transit is the great equalizer, providing rides for those who do not have a car or cannot drive, and particularly in rural and Tribal areas, having access to an affordable, reliable bus ride can mean the difference between isolation and opportunity," said FTA Administrator Nuria Fernandez. "FTA's Areas of Persistent Poverty Program is about forging connections for people who need accessible transit the most."

The grants are specifically awarded for studies to improve transit in Census-defined low-income areas . The program also supports coordinated human service transportation planning to improve mobility and access or provide new services, including paratransit.

Some of the selected projects include:

The Greater Bridgeport Transit Authority in Connecticut will receive $450,000 to conduct a planning analysis targeting underserved communities. It will develop policy and planning processes that link equity with transit investment; a fleet, facility, and deployment plan to transition the bus fleet to zero-emission propulsion systems; and an educational program for residents and business owners to better inform them about transit and mobility options.
The Chicago Transit Authority (CTA) will receive $778,500 to assess whether to reopen the historic Englewood (Green) Line Racine station with modern accessibility standards. The station, which closed nearly 30 years ago, is recognized as a key investment to revitalize the neighborhood. By engaging with residents and other advocates, CTA hopes to maximize the impact of increased transit access and the positive effect it can have on the community.
In Mississippi, the Jackson Medical Mall Foundation will receive $612,684 to develop a framework to expand transportation options with a community-based transportation model allowing residents to search, book, and ride on available transit assets. The proposed plan looks to improve public transportation by improving efficiency and ensuring their system meets the needs of individuals who lack access to jobs, schools, healthcare, and public services in Central Mississippi and throughout the state.
The Cherokee Nation, located in Northeastern Oklahoma, will receive $576,188 to update its long-range transit plan to guide the planning, construction, and deployment of future tribal transit projects. The review will include an electric vehicle infrastructure assessment to plan for expansion and a technology assessment designed to increase user access for its 450,000 tribal citizens.

FTA received applications totaling close to $36 million in funding requests. Projects were selected based on criteria described in the Notice of Funding Opportunity .

New York receives over $200 million in Bipartisan Infrastructure Law funding

NEW YORK - Today, the U.S. Environmental Protection Agency (EPA) announced New York has received nearly $207 million in clean water funding awarded through the Bipartisan Infrastructure Law for water infrastructure improvements. This is the first installment of a total of nearly $427 million in Bipartisan Infrastructure Law funding going to New York for water infrastructure, with an additional $220 million expected to be awarded later this fall.

What has the Bipartisan Infrastructure Law done for Pennsylvanians?

It has officially been a full year since President Joe Biden first signed the $1.2 trillion Bipartisan Infrastructure Bill (BIL) into law – so how has Pennsylvania benefited?

According to a Nov. release from the White House, $7.9 billion in infrastructure funding has been announced for Pennsylvania and already has been allocated for over 150 specified projects across the commonwealth.

Roads & Bridges:

So far, $5.2 billion in funding has been announced for Pennsylvania roads, bridges, roadway safety, and other major projects, according to the White House. $4.4 billion is being utilized for highway formula funding and $707 million for bridges in 2022-2023.

Additionally, Pennsylvania has received $36 million through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) as well as $20 million through Infrastructure for Rebuilding America (INFRA) program.

Internet:

Pennsylvania is set to receive at least $100 million to improve high speed internet accessibility and coverage across the state, according to the White House. So far, approximately 21% of Pennsylvanians do not have an internet subscription. It is also estimated that up to 1,957,000 Pennsylvanians would qualify for the Affordable Connectivity Program (ACP), which according to the White House, cuts monthly internet bills by up to $30 a month as well as providing a one-time discount of $100 off for a connected device. Thus far, 505,000 households in Pennsylvania are enrolled in the ACP.

The U.S. Environmental Protection Agency is awarding $91.9 million to Pennsylvania from President Biden’s Bipartisan Infrastructure Law that communities can use to upgrade essential water, wastewater, and stormwater infrastructure that protects public health and treasured water bodies.

Nearly half of the funding, which comes through this year’s Clean Water State Revolving Fund (CWSRF), will be available as grants or principal forgiveness loans helping underserved communities across America invest in water infrastructure, while creating good-paying jobs.

“President Biden’s Bipartisan Infrastructure Law is delivering an unprecedented investment in America that will revitalize essential water and wastewater infrastructure across the country,” said EPA Administrator Michael S. Regan. “Not only will these funds expand access to clean water and safeguard the environment, but more underserved communities that have been left behind for far too long will be able to access them.”

“Communities across Pennsylvania rely on water and sewage infrastructure to keep their communities clean and safe every day,” said U.S. Senator Bob Casey (Pa.). “Thanks to the infrastructure law, Pennsylvania is receiving nearly $92 million to upgrade this essential infrastructure to protect communities across the Commonwealth from contamination, flooding, and more. The Infrastructure Investment and Jobs Act (IIJA) was signed by President Biden on November 15, 2021 and authorized $1.2 trillion of investment through existing and new programs. The Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL) was signed into law by President Joe Biden on November 15, 2021. BIL authorizes funds for Federal-aid highways, highway safety programs, transit programs as well as broad band access, clean water, and electric grid renewal. This Guide establishes overall direction and consistency in the development of high-quality, competitive BIL grant proposals. It identifies key steps and defines relevant roles and responsibilities in the grant-development process. Ultimately, proposals must make a persuasive case that the grant is worth funding while meeting all of the specified requirements.

The Guide addresses the key considerations for the common components of most Notice of Funding Opportunity (NOFO) applications to guide the process in a straightforward and efficient manner.

Where applicable, checklists and templates are provided to support the application. In addition to covering the key components of applications, the Guide focuses on the roles and responsibilities throughout the application-development cycle. It is designed to ensure a shared understanding among those involved and to promote efficient and orderly grant applications. The landscape for transportation funding has changed in significant ways through the IIJA/BIL legislation. While enormous opportunity has been afforded by the Act, the volume and level of competition has increased commensurately. Many state DOTs and other transportation agencies have placed increased emphasis on pursuing and securing discretionary grant funds to significantly augment traditional federal funding. In this new landscape, applications must differentiate themselves through innovation, creativity, and case-making.

As such, this document is organized to support the development of the most competitive proposals possible for submissions. It is essential to be mindful of federal emphasis areas and priorities in developing and executing a strategic approach to grant proposal development. Areas such as equity, innovation, safety, sustainability, resiliency, and environment must be recognized as key competitive factors and be addressed as such in proposal conceptualization, drafting, review and finalization. State lays out $35 billion spending plan for roads, bridges and transportation

The Illinois Department of Transportation on Friday laid out a $34.6 billion six-year spending plan for road, bridge, transit, rail, airport and port upkeep.

It’s the latest multi-year plan backed by the state’s 2019 Rebuild Illinois bipartisan infrastructure law, which doubled the state’s motor fuel tax from 19 to 38 cents a gallon and scheduled it to grow with the rate of inflation. That measure also increased driving-related fees, redirected a portion of the state’s sales tax on motor fuel to the road fund and authorized borrowing to pay for construction projects.

“A little over three years ago, I signed our historic bipartisan infrastructure program into law,” Gov. J.B. Pritzker said at a news conference at the Illinois Department of Transportation building in Springfield. “And since then, Rebuild Illinois has undertaken a massive transformation of our state's transportation systems.”

The Infrastructure Investment and Jobs Act, signed into law by President Biden earlier this week, includes more than $7.5 billion for the construction of a national EV charging network. The legislation also includes more than $17 billion in funding for Illinois in addition to several billions available through competitive grant processes. Illinois will receive $149 million for EV infrastructure and be eligible for a further $2.5 billion in competitive funds.

This morning, the Illinois Democratic Congressional delegation announced that, thanks to the recently-passed Bipartisan Infrastructure Investment and Jobs Act , Illinois will receive a historic $1.4 billion over five years to repair bridges in poor condition, including $274.8 million in Fiscal Year 2022. Nationwide, the Federal Highway Administration announced today an investment of more than $27 billion to fix an estimated 15,000 bridges nationwide. This is the single largest dedicated bridge investment since the construction of the interstate highway system — and every member of Illinois's Democratic Congressional delegation voted for it.

In Illinois, there are more than 2,374 bridges in poor condition. Since 2011, commute times have increased by more than seven percent in Illinois, and on average, every Illinois driver pays $609 per year in costs due to driving on roads in need of repair. The bridge funding announced today will go to the Illinois Department of Transportation (IDOT), which will determine how to invest it across the state.

"Bridges connect us, but poorly maintained and hazardous bridges divide and endanger our communities — and unfortunately we have plenty of those in Chicago and across Cook County," said Congressman Jesús "Chuy" García (IL-04). City policymakers and their private partners want to solve all of the above. Starting this year, Illinois will receive nearly $18 billion in federal infrastructure funds, on top of the $45 billion the state already committed to repair roads, bridges, rails and more—a collective windfall for infrastructure that this area has not witnessed at any other point in its history.

"It's massive," says Gia Biagi, commissioner of the Chicago Department of Transportation. "Everybody recognizes this is a moment. It is a singular chance to shift fortunes and to scale everything up."

Advocates, Experts: Infrastructure Bill is More Car-Centric than Hoped for, But Will Benefit Chicago

Last Friday's passage of the $1.2-trillion Infrastructure Investment and Jobs Act in Congress provided a much-needed win for President Joe Biden. However, sustainable transportation advocates pointed out that the legislation largely prolongs the car-centric status quo by allocating scores of billions of dollars for driving projects, including nearly $110 billion for highways. Still, there are some upsides of the bill for walking, biking, transit, and intercity rail in terms of new funding and better policies. Streetsblog Chicago checked in with local transportation advocates and experts to get their takes on how the deal will impact active transportation in Chicagoland, for better or worse.

Active Transportation Alliance

"The infrastructure bill provides a historic opportunity to improve and expand public transit in the Chicago area," said ATA spokesperson Kyle Whitehead. "Long-promised projects like the Red Line Extension and a network of bus priority streets should be advanced with robust community engagement and transparency."

However, Whitehead argued that overall the bill fails to go far enough in establishing the transportation funding splits and policy needed to achieve real progress on our region’s climate and equity challenges. "It maintains the inequitable 80/20 split in highway and transit spending. The road spending comes with very few strings attached and could be spent on projects that would move us in the wrong direction. It will be critical to hold our elected officials, [the Illinois and Chicago transportation departments] accountable to their climate and equity commitments in spending these funds."

Whitehead added that it will be crucial for Congress to pass the separate Build Back Better Act package of climate change and social service service initiatives, which includes $40 billion in targeted investments to advance racial and environmental justice in transportation. "Components include $10 billion to support transit access to affordable housing, $4 billion for reducing transportation emissions, and $1 billion for reconnecting communities isolated by highway projects."

He lauded the new All Stations Accessibility Program , which earmarks $1.75 billion for retrofitting historic transit stations like CTA 'L' stops to make them wheelchair accessible, as well as as well as digital improvements, like creating new apps and way finding services for people with cognitive challenges. "Thank you to [Illinois U.S. Senator Tammy Duckworth], who championed this program with support from [the local disability advocacy group] Access Living and transit and disability rights advocates from across the country."

As far as walking and biking goes, Whitehead noted that the bill also includes a 60 percent increase for the Transportation Alternatives Program , which has funded many walking and biking projects in the Chicago area. "This could be used to advance a community-informed vision for a citywide network of protected bike lanes in Chicago and safe and connected trail networks that extend into the suburbs."

The long-awaited infrastructure bill passed! Over the next ten years, the bill will invest in the following major transportation buckets:

$110B in roads and bridges
$66B in railroads
$39B in public transit
$25B for airports
$17B for ports
$15B for electric vehicles
$11B for road safety
$1B for reconnecting communities

Equally importantly, the bill will invest $55B in water infrastructure including:

$11.7B to Clean Water State Revolving Funds
$11.7B to Drinking Water State Revolving Funds
$15B to general State Revolving Funds, specifically to identify and replace lead service lines
$10B to address emerging contaminants, such as PFAS

This water investment is critical given that Illinois has the most lead service lines of any state, and these funds will support a significant level of lead pipe replacement. In addition to lead pipes, Illinois communities have a long backlog of water infrastructure maintenance and repair needs. The State Revolving Fund is a federal, low-interest loan program designed to support water service infrastructure repair and replacement , distributed to states which provide matching funds. The infrastructure bill stipulates that 49% of funds be distributed as grants and principal forgiveness loans, meaning it will essentially be free money for some communities. Much of our water infrastructure was constructed with federal money, and, since then, an increasingly large share has fallen to state and local levels. This results in an untenable situation that impacts Black and Brown communities most acutely, as the recent water crisis in Dixmoor highlights . This long-awaited investment in our nation’s infrastructure will help move water to the top of many capital improvement lists.

On November 15, 2021, President Biden signed the Infrastructure Investment and Jobs Act (P.L. 117-58), officially enacting the Bipartisan Infrastructure Law (BIL). This follows votes in both the U.S. House of Representatives (228-206) and the U.S. Senate (69-30).

The BIL provides $973 billion over five years from FY 2022 through FY 2026, including $550 billion in new investments for all modes of transportation, water, power and energy, environmental remediation, public lands, broadband and resilience. In addition to providing authorizations for a wide variety of programs, the BIL also makes advanced appropriations over a number of years to several federal agencies. Typically, federal appropriations are made over one fiscal year by an annual appropriations act or an omnibus.

Counties play a major role in America's transportation and infrastructure network , owning and operating 44 percent of public roads and 38 percent of bridges -- more than any other level of government. Illinois is the transportation hub of the nation and the sixth largest state in the United States, but has not had a comprehensive, multi-year capital plan since 2009. Overall, Illinois’ infrastructure has a C-rating, and deferred maintenance backlogs for our road and transit systems alone have reached $30 billion. Currently, 74 percent of Illinois roads and 86 percent of bridges are rated as acceptable.

Rebuilding Illinois through a capital plan will create good jobs and develop needed infrastructure in each area of the state, investing $44.8 billion over six years, with $33.2 billion of that amount allocated to transportation, and supporting an estimated 540,000 direct, indirect, and induced jobs throughout the life of the 6-year Rebuild Illinois plan (approximately 90,000 jobs per year). Rebuild Illinois includes:

$25.4 billion for Illinois’ roads and bridges.

It includes resources to ensure that our state is ready to take advantage of clean energy like solar and wind, providing reliable, affordable clean energy, even in extreme weather.

States receive bridge planning grants totaling $18.4M

The U.S. Department of Transportation (USDOT) Federal Highway Administration awarded the first round of grants from the Bipartisan Infrastructure Law’s Bridge Investment Program.

The first round of planning grants will provide $18.4 million to 23 projects in 23 states that improve safety, support economic competition, and provide resilient highway infrastructure to withstand the effects of climate change. Planning grants allow the USDOT to aid in the development of projects that could later apply for construction grants.

Some of the projects include:

The city of Seattle in Washington will receive $2.4 million to plan for the replacement of the 4th Street Bridge over the Argo Railyard, following a previous seismic retrofit that identified costs were such that replacement was the best option.
The city of Philadelphia in Pennsylvania will receive $1.56 million for a planning and feasibility study to rehabilitate 18 bridges located over electrified rail lines primarily operated by Amtrak and the Southeastern Pennsylvania Transit Authority.
The Connecticut Department of Transportation will receive $1 million for a study to develop and examine preliminary alternatives for replacing the Interstate 95 bridge near exits 7-9 through the city of Stamford.
The Kodiak Island Borough in Alaska will receive $1.28 million for the Kodiak Sargent Creek and Russian River Bridges Planning Study.

The Bipartisan Infrastructure Law’s Bridge Investment Program will invest $12.5 billion over five years, $20 million dedicated to Bridge Planning Grants in fiscal year 2022.

Biden’s infrastructure plan will set aside about $35 billion for Texas projects

The White House estimates that Texas will receive about $35.44 billion over five years for roads, bridges, pipes, ports, broadband access and other projects after federal lawmakers passed a long-anticipated national infrastructure bill on Friday.

The influx of capital is set to advance existing transit plans, pay for much-needed repairs and could lay the groundwork toward increasing transportation options for Texans.

U.S. House lawmakers gave the roughly $1.2 trillion measure final approval late Friday after a series of negotiations and concessions to get the bill passed. President Joe Biden is expected to sign the bill into law soon.

The Texas Electric Vehicle (EV) Charging plan is a comprehensive framework to enable passenger EV travel across the state and spur economic development. The network will give Electric Vehicle drivers confidence and flexibility when traveling for work, recreation, or exploration regardless of distance traveled or weather conditions. In accordance with guidance, the plan will focus on interstate routes then transition to off interstate routes and urban areas. The plan was developed in cooperation with the Texas Commission on Environmental Quality, State Energy Conservation Office, Texas Parks and Wildlife, Texas Department of Transportation, the Electric Reliability Council of Texas, Public Utility Commission, Councils of Government, Counties, Metropolitan Planning Organizations (MPOs), utilities, energy service providers, and advocacy groups in Texas.

The EV Plan supports the goals of Optimizing System Performance (economic development, connectivity, mobility, reliability) and Fostering Stewardship of the state’s natural, historic, and cultural resources as outlined in the Texas Transportation Plan 2050. The Biden-Harris Administration has hit the ground running to implement the Bipartisan Infrastructure Law, and it is already delivering results for the people of Texas. To date, $15 billion in Bipartisan Infrastructure Law funding has been announced and is headed to Texas with over 589 specific projects identified for funding. Since the Bipartisan Infrastructure Law passed, approximately $12.6 billion has been announced for transportation – to invest in roads, bridges, public transit, ports and airports – and roughly $1 billion has been announced for clean water in Texas.

President Biden and Vice President Harris’s Bipartisan Infrastructure Law is the largest longterm investment in our infrastructure and competitiveness in nearly a century. The need for action in California is clear, and recently released state-level data demonstrates that the Bipartisan Infrastructure Law will deliver for California. For decades, infrastructure in California has suffered from a systemic lack of investment. In fact, the American Society of Civil Engineers gave California a C- on its infrastructure report card. The historic Bipartisan Infrastructure Law will make life better for millions of California residents, create a generation of good-paying union jobs and economic growth, and position the United States to win the 21st century. Specifically, with regard to transportation, the Bipartisan Infrastructure Law will: Repair and rebuild our roads and bridges with a focus on climate change mitigation, resilience, equity, and safety for all users, including cyclists and pedestrians. In California there are 1,536 bridges and over 14,220 miles of highway in poor condition. Since 2011, commute times have increased by 14.6% in California, and on average, each driver pays $799 per year in costs due to driving on roads in need of repair.

The Bipartisan Infrastructure Law is the single largest dedicated bridge investment since the construction of the interstate highway system. Based on formula funding alone, California would expect to receive approximately $29.5 billion over five years in Federal highway formula funding for highways and bridges. On an average annual basis, this is about 44.1% more than the State's Federal-aid highway formula funding under current law (1). California can also compete for the $12.5 billion Bridge Investment Program for economically significant bridges and $15 billion of national funding in the law dedicated to megaprojects that will deliver substantial economic benefits to communities. California can also expect to receive approximately $555 million over five years in formula funding to reduce transportation-related emissions, in addition to about $631 million over five years to increase the resilience of its transportation system (2). States may also apply federal aid dollars towards climate resilience and safety projects.

The Federal Highway Administration (FHWA) announced today that the Golden Gate Bridge, Highway and Transportation District (District) has been awarded a $400M grant to complete the final phase of the Golden Gate Bridge seismic retrofit. Through legislation and Executive Orders, California committed to reducing emissions in the transportation sector through the adoption of zero-emission vehicles (ZEVs) ranging from passenger cars to heavy-duty trucks. To support widespread adoption of electric vehicles (EVs), California is striving to meet a deployment of 250,000 public and shared private electric vehicle chargers by 2025 and forecasts the need for 1.2 million by 2030. This target includes public chargers that are available at parks, shopping centers, hotels, public buildings, etc., and shared private electric vehicles, such as those found at workplaces and multi-unit dwellings. As of March 31, 2022, California has achieved almost a third of the target.

Readily available charging infrastructure is a key component to the adoption of electric vehicles. Electric vehicle drivers, especially those with access to only one vehicle, need to be able to drive to the same places that they drove to in gasoline or diesel-powered vehicles. Access to electric vehicle chargers needs to be available to all drivers, including those in disadvantaged, low-income, Tribal, and rural communities. EV adoption is growing rapidly and charging infrastructure needs to meet the demand.

On November 15, 2021, President Biden signed the Infrastructure Investment and Jobs Act (IIJA), which included significant funding to advance ZEV infrastructure in the form of formula and discretionary grant funding. California’s share from the National Electric Vehicle Infrastructure (NEVI) Formula Program is estimated at $384 million over 5 years. California agencies and communities will also be eligible to apply for additional funding as part of the $2.5 billion discretionary Charging and Fueling Infrastructure grant program.

IIJA SWG Action Plans — Finalize Plans to ensure successful implementation of IIJA. Specific FY 2023 actions are as follows:

1. Safety — Set aside 30 percent of the IIJA funding for Vulnerable Road Users (VRU) for both state and local Highway Safety Improvement Program (HSIP) components.

2. Fix-it-First — State and local bridge owners will identify poor condition bridges for rehabilitation or replacement using IIJA funding.

3. Reimaging Highway Investments/Carbon Reduction Program — Develop the Carbon Reduction Strategy in consultation with Metropolitan Planning Organizations (MPOs) and research support from the University of California Institute of Transportation Studies.

4. Climate Resilience and Adaptation — This SWG will serve as a hub for coordination with local and regional agencies on the development of the PROTECT Program Resilience Improvement Plans. Future meetings will serve as a place to exchange ideas, support the development of plans, and to identify opportunities for collaboration and alignment between jurisdictions.

8. Transit and Commuter Rail — Coordinate with the California Department of Motor Vehicles (DMV) to prioritize and expedite commercial driver’s license preparation, testing, and processing for bus drivers.

9. Intercity Passenger Rail — Develop a funding strategy for rail projects and initiatives that mitigate climate change and natural disaster threats, including short-term substitution and restoration of train services disrupted by track damage and long-term projects to reinforce or relocate vulnerable passenger rail lines.

10.Freight and Goods Movement — Complete the State Freight Plan development and increase membership to the California Freight Advisory Committee (CFAC) based on IIJA requirements, so California can appropriate National Highway Freight Program funding.

11. Overall Funding Split between State/Local and Across Programs — Reconvene the SWG to negotiate the formula funding splits for years 2-5.

Florida will receive over $376 million in fiscal 2023 for drinking water upgrades, the U.S. Environmental Protection Agency announced this week.

Almost $255 million of that federal allotment is intended to replace lead pipes throughout the state. About half of that funding was sourced from the Infrastructure Investment and Jobs Act of 2021, also called the Bipartisan Infrastructure Law. The law gave Florida more subsidy dollars for pipe replacement than any other state in the wake of an updated survey formula.

The EPA determined in the survey that Florida has 1.16 million lead pipes — more than any other state and about 13% of the entire country’s total. The Associated Press reported that the figure surprised the National Resources Defense Council, a nonprofit that had previously estimated only 200,000 lead pipes to exist here. Lead pipes are most commonly found in homes built before 1986.

The federal government will send $2.5 billion over the next five years to states, local governments and tribes to build electric vehicle charging infrastructure, Biden administration officials said Tuesday.

The new Charging and Fueling Infrastructure grant program, which was authorized by the 2021 bipartisan infrastructure law, will spend $2.5 billion over five years to build electric vehicle charging stations and refueling infrastructure for hydrogen, propane or natural-gas vehicles.

Administration officials told reporters in a press call Monday the program would help President Joe Biden meet his goal of 500,000 public charging stations by the end of the decade. Officials briefed reporters on the condition they would not be named.

Biden has also set a goal of reducing national greenhouse gas emissions by at least half by 2030. Gas-powered vehicles account for about one-quarter of U.S. greenhouse gas emissions.

The grant funding will be evenly split between designated alternative-fuel corridors and public facilities like parking lots, schools and parks.

“With today’s announcement, we are taking another big step forward in creating an EV future that is convenient, affordable, reliable, and accessible to all Americans,” U.S. Transportation Secretary Pete Buttigieg said in a written statement.

Applications for the first two years of funding, which will include $700 million in grants, opened Tuesday and are due by May 30.

Their tour highlighted the Interior Department’s commitment to the collaborative protection and restoration of the Everglades. President Biden’s Bipartisan Infrastructure Law delivers the largest single investment in the Everglades in U.S. history. Together with the Inflation Reduction Act, these are once-in-a-generation resources for the conservation and stewardship of America’s public lands and waters and to tackle the climate crisis.

In the past two years, the Biden-Harris administration has allocated a record $2 billion for Everglades restoration through both the Bipartisan Infrastructure Law and historic presidential budget requests. The U.S. Department of Transportation (USDOT) periodically issues Notices of Funding Opportunities (NOFO) soliciting applications for federal discretionary grant programs. These grant programs provide opportunities to fund, for example, construction ready projects that align with the grant goals and eligibility requirements. Each grant program has its own goals, eligibility requirements, and award amounts, and projects selected for grant applications must align with the grant criteria. Examples of federal discretionary grant programs include the Infrastructure for Rebuilding America (INFRA) grants and the Rebuilding American Infrastructure with Sustainability and Equity (RAISE). National Electric Vehicle Infrastructure Program

The National Electric Vehicle Infrastructure (NEVI) Program is estimated to provide the Department with $198 million over five years to address EV charging needs for passenger vehicles and light duty trucks. Funds may be used to purchase and install EV charging infrastructure, operating expenses, purchase and installation of traffic control devices located in the right-of-way, on-premises signage, development activities, and mapping and analysis activities.

Important requirements and considerations raised in the guidance include:

The guidance is provided for passenger vehicles and light-duty trucks.
EV charging infrastructure must be open to the public or to authorized commercial motor vehicle operators from more than one company.
EV charging must be located along a designated alternative fuel corridor.
States must prioritize charging locations along the Interstate Highway System.
EV charging should be spaced a maximum of 50 miles apart.
EV charging locations must meet certain power capabilities.
States should target rural, underserved, and disadvantaged communities for EV charging infrastructure.

This page provides updates and resources related to the federal Infrastructure Investment and Jobs Act (IIJA) — also known as the Bipartisan Infrastructure Law (BIL) — signed into law on November 15, 2021.

The NJTPA has a central role in ensuring that North Jersey can take full advantage of the funding and programs in the Act. In particular, the Act provides much needed funding to repair and improve road, rail and bridge infrastructure in the region. To be eligible for this funding, all projects will have to be approved by the NJTPA Board for inclusion in the region's Transportation Improvement Program or TIP .

The Act also offers a host of funding opportunities for local governments to improve mobility for residents which can bolster local economies and quality of life (see resources below). As the region's Metropolitan Planning Organization, the NJTPA can assist in coordinating and helping with grant applications and submissions, including:

Providing letters of support indicating that proposed activities are consistent with the region's long range transportation plan, Plan 2050
Providing data on regional travel or directing applicants to appropriate data sources
Providing information on related or complementary activities in the region

Menendez, Booker, Biden Administration Announce $94.8M for Clean Water Infrastructure Upgrades Through the Bipartisan Infrastructure Law in New Jersey

WASHINGTON, D.C. – U.S. Senators Bob Menendez and Cory Booker (both-D-N.J.) today announced that the U.S. Environmental Protection Agency (EPA) awarded $94,815,000 to New Jersey from the Bipartisan Infrastructure Law through this year’s Clean Water State Revolving Fund (CWSRF). Hudson Tunnel project to create more than 70,000 jobs in New York and New Jersey - SMART Union

The Bipartisan Infrastructure Law is infusing $292 million into the completion of the Hudson Tunnel modernization project, which will rehabilitate the old North River Tunnel connecting New York and New Jersey, build a new tunnel and improve reliability for the 200,000 passengers who traverse the tunnel each weekday. President Biden visited New York City to champion the project on January 31, 2023, where he noted that this phase of the project will create 72,000 jobs.

“Yesterday in Baltimore, I announced that we’re building [the B&P Tunnel project] under the new project labor agreement. And we’re making sure there is [a PLA] here as well,” Biden said. “The agreement contractors and unions put in place … before construction begins to ensure major projects are handled with well-trained, highly skilled union workers that resolve disputes ahead of time, ensuring safer work sites, avoiding disruptions and work stoppages that can cause expensive and extensive delays down the line.”

Funding for the modernization project faltered under the previous president’s administration. But thanks to the passage of the Bipartisan Infrastructure Law in 2021, construction can resume in earnest for this crucial phase of the project. This alone will put tens of thousands of union members to work – and once the tunnel has been fully modernized, it will vastly improve the working conditions for SMART Transportation Division members working for Amtrak and regional transit systems.

“Since the passage of the Bipartisan Infrastructure Law, we’ve seen time and again how important critical infrastructure projects are for our members – both the sheet metal members who work on these projects, and the transit workers who keep our country moving every day,” said SMART General President Joseph Sellers. “We applaud the pro-labor leadership of Congress and the Biden administration in putting these funds directly towards projects that benefit working people.”

Reconnecting Communities: Cities Use New Funding to Repair Transportation Injustices

The Reconnecting Communities program that was announced by the U.S. Department of Transportation is an important step in the process of undoing decades of structural divisions throughout America.

The program is set to receive $1 billion over the course of five years through the Bipartisan Infrastructure Law . The first round of grants, announced on February 28, will provide $185 million to 45 projects around the country.

Throughout its history—from the 1950s until today—the construction of America’s highway system has disproportionately displaced and disconnected communities of color. State transportation departments regularly built highways over what had been homes and businesses. New highways frequently separated neighborhoods and cut communities off from economic opportunities, resulting in these neighborhoods becoming neglected and burdened with poor air quality, along with cratering property values.

While past mistakes continue to fuel some current decision-making, the Reconnecting Communities program emphasizes conscious reflection on history and transformative justice and supports projects that seek to reconnect communities. This is a step in the right direction and many communities will benefit from these projects.

The Akron Innerbelt

The Akron Innerbelt—first conceived in 1960 as part of a 15-mile expressway in Ohio—tore through communities of color, driving racial disparity by tanking property values and displacing residents. It is now one of the projects set to receive $960,000 in grants. The funding is intended to remodel a mile-long stretch, known by locals as the “road to nowhere” since it was never completed, never saw the predicted traffic counts, and failed on its promise of revitalization for Akron and its residents. The Innerbelt is a prime example of a road constructed during the “highway boom,” a time of urban renewal and exploding freeway construction that all too often disconnected communities or even tried to erase them entirely.

For the past two years, the Innerbelt Advisory group has been working tirelessly to plan the remodel in a way that reckons with the highway’s fraught past and to imagine a future that centers the voices of local residents. The group has been engaging directly with residents in an effort to develop a project that will use the Reconnecting Communities funding to best serve the community and help it thrive for years to come. The city also plans to build more housing, help traffic flow in neighboring areas, and incorporate trails and parks in the hopes that this land can be repurposed into a usable space that is an asset to all of Akron.

New Jersey Long Branch station pedestrian tunnel

The New Jersey Transit Corporation received $13,215,036 to build a pedestrian tunnel at Long Branch train station that will allow access from multiple directions.

Since the opening of the station in 1875, it has divided the east and west sides of the city. While the station has one of the highest riderships on the New Jersey Coast Line, there is no access to the station from the western side, due to a retaining wall that acts as a barrier, and it is difficult for people on the east side to access the businesses and medical assistance on the west side. Due to this lack of access, pedestrians have been crossing the railroad tracks, making the area very dangerous for conductors as well as pedestrians.

In an effort to provide residents of Long Branch with safer and more convenient transportation options, this area of Long Branch was named an official Transit Village . The purpose of a Transit Village is to increase transit ridership, which in turn will decrease pollution and traffic congestion. Since this designation, the city has been conducting road repairs and working to make sidewalks and bike lanes accessible. And while the designation was a good start, the Reconnecting Communities program will provide Long Branch with the funding it needs to make larger projects such as the pedestrian tunnel a reality. The tunnel will marry safety, connectivity, and accessibility with community and culture, and it has the potential to unify Long Branch once again.

These are just two examples of the 45 projects that have been awarded funding through the Reconnecting Communities pilot program. The program could truly become one of the most vital pieces of the Bipartisan Infrastructure Law, as it may finally provide the means for historically disadvantaged communities to thrive. It has the ability to uplift communities across America, and we look forward to seeing it expand in future rounds.

Brown, Federal Transit Administrator, Announce $130 Million to Replace 40-Year-Old Rail Car Fleet in Cleveland | Senator Sherrod Brown

CLEVELAND, OH – Today, U.S. Senator Sherrod Brown (D-OH) visited the Greater Cleveland Regional Transit Authority (GCRTA) Central Rail Facility to announce that the U.S. Department of Transportation’s Federal Transit Administration has invested $130 million to replace GCRTA’s aging rail cars. As Chairman of the Senate Banking, Housing, and Urban Affairs Committee, which has jurisdiction over public transportation, Brown worked with senators of both parties to write and pass The Bipartisan Infrastructure Law, including the Rail Vehicle Replacement Program which is funding the investment.

“Replacing these ancient rail cars will save taxpayers money, keep workers on the job, and improve service for Clevelanders. If you’re an hourly worker, whether a train is on-time can mean the difference between making your shift or not,” said Brown. “I fought to secure this investment in the bipartisan infrastructure bill because transit like RTA is ultimately about the dignity of work. It creates jobs, it connects people with jobs, and it attracts jobs.”

GCRTA’s new rail car fleet will save the agency money by reducing repair costs and provide more comfortable and reliable service for passengers. GCRTA is studying new routes and new travel options for its riders because the new rail cars will be capable of operating across the agency’s entire rail network.

Brown was joined by Federal Transit Administrator Nuria Fernandez; Congresswoman Shontel Brown; India Birdsong Terry, General Manager and CEO of GCRTA; Bryan Moore, GCRTA Rail Car Replacement Project Manager and Daniel Tighe, Vehicle Maintenance Instructor. Birdsong Terry and Moore spoke about their experiences promoting accessible and efficient public transit in Ohio, and the importance of this infrastructure investment, and Tighe spoke about the efforts of GCRTA’s maintenance workers that will transition from maintaining the old rail fleet to the new rail cars. GCRTA’s rail lines provide more than 12,000 trips every weekday, and the agency’s ridership totaled 18.8 million passenger trips in 2022 across all bus and rail routes.

As of February this year, the federal government has invested nearly $2.6 billion in Maryland through the Bipartisan Infrastructure Law (BIL). The bulk of these funds ($2.3 billion) have gone to transportation projects, i.e., roads, bridges, public transit, ports, and airports. Additionally, $144 million has been spent on clean water projects. Over 44 projects have received funding, and federal officials project that number to grow substantially as more grant opportunities open up. It’s worth noting that a significant portion of BIL funding has been steered toward rural communities and historically underserved populations.

BALTIMORE COUNTY - As President Biden tours the country ahead of the 2024 election, he has touted funding provided by the Bipartisan Infrastructure Law (BIL), signed in November 2021.

"the bipartisan infrastructure law is making transformative investments in Maryland and around the country," Sen Ben Cardin said in a statement. "We are seeing the impact today from the earliest federal funding to be awarded on a competitive basis or apportioned through formula funding, and this process will continue in the years to come."

So far, the White House has announced funding for 25,000 projects across the country, including hundreds in Maryland. Baltimore County, Maryland's third largest jurisdiction by population, has received $55.2 million from the BIL, second only to Prince Georges's County.

$55.2 million is a lot of money; here is how it will be spent in Baltimore County.

The Maryland Department of Transportation received the lion's share of federal funding and plans to spend it on various resurfacing and maintenance projects for Baltimore County Roads. In total, MDOT received ~$54 million for projects in the county, including:

MARYLAND - The US Department of Transportation’s Federal Highway Administration awarded a $11.9 million grant to Maryland today to improve safety and mobility on US Route 50.

The grant is through the Advanced Transportation Technology and Innovation (ATTAIN) program and will go to the Maryland Department of Transportation as part of a $52.78 million investment package under the Bipartisan Infrastructure Law. The grant is one of eight awards designated to projects around the nation that utilize technology-based solutions for improved travel on highway and transit systems, according to the US Department of Transportation. WASHINGTON – Today, the U.S. Department of Transportation’s Federal Highway Administration awarded Maryland a $11.9 million Advanced Transportation Technology and Innovation (ATTAIN) program grant to improve safety and mobility along the Eastern Shore. The Maryland Department of Transportation (DOT) will receive the grant for its ROUTE on US 50 project as part of a $52.78 million investment package under the Bipartisan Infrastructure Law. ATTAIN program awards will go to eight projects around the country that bring innovative technology-based solutions to improve the travel experience for the millions of Americans using our highway and transit systems, with expanded eligibility for projects in communities that have previously lacked investments, including rural areas and areas of persistent poverty.

“Your zip code shouldn’t determine whether you have access to safe, affordable transportation,” said U.S. Transportation Secretary Pete Buttigieg . “With President Biden’s investments in innovative technology, we’re helping communities make transportation safer and more efficient, particularly in places that haven’t received enough resources in the past.”

Maryland DOT will use the funding to deploy new technologies and traffic sensors for traffic prediction, signal timing, curve warning and other messaging to improve safety and mobility along 113 miles of U.S. Route 50. The project area includes disadvantaged communities.

“We’re helping deliver a leading-edge transportation system designed to reach everyone and to work for everyone, especially those in communities who have lacked access to efficient transportation,” said Federal Highway Administrator Shailen Bhatt . “In Maryland, we understand that getting to, from and around the Eastern Shore is a critical issue for all Marylanders. The Safe Streets for All Notice of Funding Opportunity (NOFO) and Related

The primary goal of the SS4A grants is to improve roadway safety by supporting communities in developing comprehensive safety action plans based on a Safe System Approach , and implementing projects and strategies that significantly reduce or eliminate transportation-related fatalities and serious injuries involving pedestrians; bicyclists; public transportation, personal conveyance, and micromobility users, commercial vehicle operators; and motorists. Funding can also be used to support robust stakeholder engagement in order to ensure that all community members have a voice in developing plans, projects and strategies.

The Bipartisan Infrastructure Law’s new Safe Streets and Roads for All (SS4A) discretionary grant program provides dedicated funding to support regional, local, and Tribal plans, projects and strategies that will prevent roadway deaths and serious injuries. The SS4A program supports the Department’s comprehensive approach, laid out in the National Roadway Safety Strategy , to significantly reduce serious injuries and deaths on our Nation’s highways, roads, and streets and is part of our work toward an ambitious long-term goal of reaching zero roadway fatalities. This comes at a time when traffic fatalities are at the highest level they have been at in over a decade.

Build Up Local Leaders Meet with Senior Biden-Harris Administration Officials To Discuss Inclusive & Accountable Implementation Of Over $1.5 Trillion In Recent Economic Investments

National Urban League, National Minority Supplier Development Council, and Public Private Strategies Institute Meet with Government Officials to Amplify Build Up Local

WASHINGTON, D.C. – On Tuesday, May 30, 2023, the Build Up Local coalition, comprised of leaders from the National Urban League (NUL), the National Minority Supplier Development Council (NMSDC), and the Public Private Strategies Institute (PPSI), met with senior Biden-Harris Administration officials to discuss tools and best practices to connect business owners with opportunities stemming from recent economic investments.

Secretary Janet Yellen and Deputy Secretary Wally Adeyemo of the U.S. Department of Treasury.

The meetings focused on ensuring recent economic investments – including the American Rescue Plan, Bipartisan Infrastructure Law, CHIPS & Science Act, and Inflation Reduction Act – are implemented equitably and effectively. In order to help meet the task, the groups have come together to launch the Build Up Local platform . This groundbreaking initiative aims to provide comprehensive support to business owners by offering guidance, education, and engagement opportunities related to the Bipartisan Infrastructure Law and will soon expand to include resources on the American Rescue Plan, CHIPS & Science Act, and Inflation Reduction Act.

The Department of Energy and its Loan Programs Office (LPO) has expanded authority through the Bipartisan Infrastructure Law and the Inflation Reduction Act (IRA) to support investments in energy infrastructure and innovation. As part of the IRA, Congress granted up to $250 billion in new authority to finance projects that reinvest in the nation’s energy infrastructure, including repurposing or replacing infrastructure that has ceased operations, and enabling operating infrastructure to reduce air pollution or greenhouse gas emissions.

In addition to its history of supporting loans for innovative technologies, LPO can now support deployment of commercial clean energy projects if eligible projects are backed by state energy financing institutions (SEFIs). Examples of eligible projects could include energy projects on multifamily or commercial portfolios, industrial decarbonization portfolios, affordable consumer financing for residential projects, and virtual power plants (VPPs).

Department of Interior | Assistant Secretary Estenoz Highlights Bipartisan Infrastructure Law, Investments to Tell America’s Story in Alabama

BIRMINGHAM (March 24, 2023) – Assistant Secretary for Fish and Wildlife and Parks Shannon Estenoz visited Alabama this week to highlight President Biden’s Bipartisan Infrastructure Law and celebrate new investments that help tell a more complete story of America.

Assistant Secretary Estenoz visited Historic Tabernacle Baptist Church in Selma, Alabama to celebrate a $750,000 investment through the National Park Service’s (NPS) History of Equal Rights grant program. The funding is part of a nearly $4.5 million investment the NPS is making this year for projects across the nation to preserve sites directly associated with the struggle to gain equal rights for all, as part of the Biden-Harris administration’s ongoing work to advance equity and social justice. She also toured Selma University to see how a recent $500,000 investment from the National Park Service’s Historic Preservation Fund for Historically Black Colleges & Universities is helping preserve Dinkins Hall.

Assistant Secretary Estenoz also toured the Cahaba River National Wildlife Refuge to view a mine reclamation project partially funded by the Bipartisan Infrastructure Law. Alabama has received over $20 million this year for abandoned mine land reclamation projects . Enhancing communities’ quality of life by improving outdoor spaces and addressing legacy pollution is one of the Department’s restoration and resilience goals unveiled in a recent framework , which will help guide a $2 billion downpayment from the Bipartisan Infrastructure Law and Inflation Reduction Act to restore our nations lands and waters.

Assistant Secretary Estenoz also traveled to Springville, Alabama to highlight a $1.1 million investment from the Bipartisan Infrastructure Law that will replace inadequately designed road crossings with more effective culverts or bridges to improve critical habitat for the trispot darter. The Department is investing an overall $200 million from the Bipartisan Infrastructure Law into the National Fish Passage Program over five years to bolster efforts to address outdated, unsafe or obsolete dams, culverts, levees and other barriers fragmenting our nation’s river and streams, which will help restore fish passages and aquatic connectivity while addressing public safety and enhancing recreation.

These investments come as the Endangered Species Act (ESA) turns 50 years old in 2023. Throughout the year, the Department of the Interior is celebrating the ESA's importance in preventing imperiled species' extinction, promoting the recovery of wildlife and conserving the habitats upon which they depend.

Assistant Secretary Estenoz also visited the A.G. Gaston Motel and Birmingham Civil Rights National Monument. Established in 2017, the National Monument preserves and interprets the events, stories, and places associated with the nonviolent struggle against racial segregation in Birmingham, Alabama, during the mid-20th century. The National Park Service has funded nearly $4.7 million to the monument’s sites through the Service’s African American Civil Rights Grant Program for Preservation and Rehabilitation.

According to the Equity in Infrastructure Project , Black-owned businesses generate only 1% of the revenue generated by white-owned businesses in the United States, a key driver of the racial wealth gap. The work of the Build Up Local is part of the change we need to ensure that Black-owned businesses have the information and resources to access exciting new opportunities, build Black wealth, and thrive.

About the Bipartisan Infrastructure Law

The Bipartisan Infrastructure Law makes available billions of dollars of investment towards infrastructure projects across the country. For business owners of color, this means access to contracts, to workforce development programs, and to growing relationships with important stakeholders in both your local government and with the federal government. News & Updates From Federal Agencies

U.S. Department of Transportation:

U.S. Department of Transportation Notices of Funding Opportunity. In order to provide stakeholders with more visibility into upcoming funding opportunities, DOT is publishing a list of anticipated dates for upcoming Notices of Funding Opportunity (NOFOs) for key programs within the Bipartisan Infrastructure Law (BIL) and the Inflation Reduction Act (IRA), as well as adjacent programs that support BIL and IRA objectives. Biden-Harris Administration Announces $1.5 Billion Available through the 2023 RAISE Grant Program. The U.S. Department of Transportation has published a Notice of Funding Opportunity (NOFO) for $1.5 billion in grant funding through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant program for 2023. The popular program helps communities around the country carry out projects with significant local or regional impact. As was the case last year, the Department is encouraging applicants to consider how their projects can address climate change, ensure racial equity, and remove barriers to opportunity. FRA Makes More than $11 Billion Available to Modernize the NEC and Other Passenger Rail Corridors. The Federal Railroad Administration (FRA) announced the availability of nearly $9 billion in funding to upgrade and expand passenger rail services along the Northeast Corridor (NEC). The NEC, stretching from Washington, D.C. to Boston, is one of the highest-volume rail lines in the world, and accounts for 20 percent of our nation's GDP. Learn more here .

U.S. Environmental Protection Agency:

EPA Announces $6 Million in Bipartisan Infrastructure Law Funds to Support Tribal Nations in Reducing Nutrient Pollution. The U.S. Environmental Protection Agency (EPA) announced the availability of $6 million in funds from President Biden’s Bipartisan Infrastructure Law to support Tribal Nations across the Mississippi/Atchafalaya River Basin (MARB) in reducing nutrient pollution on Tribal lands in the Basin. The Bipartisan Infrastructure Law includes $60 million for actions to support water quality improvements in the Mississippi River watershed and Gulf of Mexico through the Gulf Hypoxia Program (GHP) over five years. EPA is allocating 10 percent of this funding – a total of $6 million – to 21 eligible Tribes to support capacity building activities and nutrient reduction demonstration projects that advance the goals of the Gulf Hypoxia Action Plan. $2 Billion in Funding to Address Emerging Contaminants like PFAS in Drinking Water

WASHINGTON (Feb. 13, 2023) – Today, U.S. Environmental Protection Agency (EPA) Administrator Michael S. Regan announced the availability of $2 billion from President Biden’s Bipartisan Infrastructure Law to address emerging contaminants, like Per- and Polyfluoroalkyl Substances (PFAS) in drinking water across the country. This investment, which is allocated to states and territories, will be made available to communities as grants through EPA’s Emerging Contaminants in Small or Disadvantaged Communities (EC-SDC) Grant Program and will promote access to safe and clean water in small, rural, and disadvantaged communities while supporting local economies. Administrator Regan announced the water infrastructure investments in Maysville, North Carolina while holding a community roundtable with North Carolina Department of Environmental Quality Secretary Elizabeth S. Biser and other state and local leaders.

“Too many American communities, especially those that are small, rural, or underserved, are suffering from exposure to PFAS and other harmful contaminants in their drinking water,” said EPA Administrator Michael S. Regan. “Thanks to President Biden’s leadership, we are investing in America and providing billions of dollars to strengthen our nation’s water infrastructure while safeguarding people’s health and boosting local economies. These grants build on EPA’s PFAS Strategic Roadmap and will help protect our smallest and most vulnerable communities from these persistent and dangerous chemicals.”

The Bipartisan Infrastructure Law invests $5 billion over five years to help communities that are on the frontlines of PFAS contamination reduce PFAS in drinking water. This initial allotment of $2 billion to states and territories can be used to prioritize infrastructure and source water treatment for pollutants, like PFAS and other emerging contaminants, and to conduct water quality testing.

EPA is also releasing the Emerging Contaminants in Small or Disadvantaged Communities Grant Implementation document. The implementation document provides states and communities with the information necessary to use this funding to address local water quality and public health challenges. These grants will enable communities to improve local water infrastructure and reduce emerging contaminants in drinking water by implementing solutions such as installing necessary treatment solutions.

Today’s actions represent a significant milestone within the Biden-Harris Administration’s commitments to combat PFAS pollution and safeguard drinking water , and specifically EPA’s October 2021 PFAS Strategic Roadmap. Under the Roadmap, EPA is working across the Agency to protect the public from the health impacts of PFAS. EPA has taken a number of actions to deliver progress on PFAS including:

Proposing to designate two PFAS as CERCLA hazardous substances . If finalized, this will be a critical step toward increasing transparency around releases of PFAS and holding polluters accountable for cleaning up their contamination.
Releasing drinking water health advisories . Acting in accordance with EPA’s mission to protect public health and keep communities and public health authorities informed when new science becomes available, the Agency issued drinking water health advisories for four PFAS.
Laying the foundation to enhance data on PFAS. This included an order under EPA’s National PFAS Testing Strategy requiring companies to conduct PFAS testing, and nationwide sampling through the Unregulated Contaminant Monitoring Rule for 29 PFAS in public drinking water systems .
Expanding the scientific understanding of PFAS. The Agency issued more than 30 scientific publications by EPA researchers and released EPA’s PFAS Thermal Treatment Database.
Translating the latest science into EPA’s cross-agency PFAS efforts. This included updating EPA’s contaminated site cleanup tables, developing new PFAS methods and conducting toxicity assessments, and issuing draft national recommended water quality criteria to protect aquatic life .
Continuing engagement with the public. EPA’s PFAS work was informed by public webinars, stakeholder meetings, Congressional testimony, and engagement with EPA’s federal advisory committees.

In addition to this new grant, EPA is also working to propose a PFAS National Primary Drinking Water Regulations (NPDWR) in the coming weeks. The draft proposed rule is currently undergoing interagency review and EPA will issue the proposed rule for public comment when it clears the Office of Management and Budget (OMB). The Agency anticipates finalizing the rule by the end of 2023. Together, with today’s announcement, these actions highlight EPA’s commitments outlined in the PFAS Strategic Roadmap to protect public health and the environment from the impacts of PFAS. They also illustrate the benefits of investing in water—protecting public health and the environment, addressing key challenges facing communities, and creating jobs.

Detroit News: Whitmer directive expands state contracts to minority, small town, women-owned businesses

Detroit – Gov. Gretchen Whitmer signed an executive directive Friday expanding the state’s efforts to increase the number of contracts it holds with Michigan businesses that are minority, women and veteran-owned or located in small towns and inner cities.

The directive follows an initiative Whitmer first created in 2019 for certified Geographically Disadvantaged Business Enterprises. The Department of Technology, Management, and Budget must set a goal that beginning in fiscal year 2023-24, 20% of total expenditures from state departments and agencies must be awarded to those entities, officials said Friday.

New USDOT Resources to Help Communities Thrive | January 23, 2023

Last year, the US Department of Transportation (USDOT) published its National Roadway Safety Strategy (NRSS) which outlines the Department’s comprehensive approach to significantly reducing serious injuries and deaths on our Nation’s highways, roads, and streets. This month, USDOT released a dashboard to show progress on the steps the Department is taking to implement the NRSS .
USDOT is committed to growing small businesses and building community wealth. New Federal Highway Administration (FHWA) resources help meet this goal by providing $10 million in FY 2022 Disadvantaged Business Enterprise/Supportive Services (DBE/SS) program funding to 47 State DOTs to provide training and business development services to eligible small businesses to improve their ability to compete as prime and subcontractors on federally assisted contracts. Upcoming Events

USDOT is collaborating with Midwest Urban Strategies (MUS) to host a webinar on Transportation and Workforce on February 8, 2023 at 12:00 p.m. CST ( register here ). Transit agencies in Department of Labor (DOL) Region 5 (Illinois, Indiana, Kansas, Michigan, Minnesota, Missouri, Ohio, and Wisconsin) and those in Pennsylvania (DOL Region 2) may be particularly interested in participating in this webinar. USDOT and DOL plan to hold similar webinars in other DOL regions in the future.
The Uniform Guidance (2 CFR 200) is the cornerstone of Federal grants and financial assistance but can be complicated to understand, especially for new USDOT grantees. The National Highway Institute (NHI) is offering a free web-based training on Understanding the Uniform Guidance Requirements (2 CFR 200) for Federal Awards . This course will help new grant recipients locate provisions within 2 CFR 200, understand the applicability of 2 CFR 200 to Federal awards, and know the general government-wide requirements for Federal awards.
The Federal Railroad Administration (FRA) will host six day-long Amtrak Long Distance Service Study regional working group meetings in four locations across the country starting at the end of January. Federal Highway Administration (FHWA)

The National Culvert Removal, Replacement, and Restoration Grant Program is an annual competitive grant program that awards grants to eligible entities for projects for the replacement, removal, and repair of culverts or weirs that meaningfully improve or restore fish passage for anadromous fish. Anadromous fish species are born in freshwater such as streams and rivers, spend most of their lives in the marine environment, and migrate back to freshwater to spawn. Applications are due on February 6, 2023.
Transportation fatalities and injuries severely impact the quality of life in Indian country. The application deadline for the FY 2022-2026 Tribal Transportation Program Safety Fund NOFO has been extended to March 9, 2023. Only federally recognized tribes are eligible to apply. Eligible projects for the TTP Safety Fund include: development and revision of transportation safety plans, crash data improvement, road safety audits, and other activities, primarily infrastructure improvements, as listed in 23 U.S.C. 148(a)(4) . Federal Railroad Administration (FRA)

FRA’s Federal-State Partnership for Intercity Passenger Rail Grant Program has made available more than $11 billion for capital projects that reduce the state of good repair backlog, improve performance, or expand or establish new intercity passenger rail service for projects located both on the Northeast Corridor (FSP-NEC) and off the Northeast Corridor (FSP-National). Applications for FSP-National are due by 5 p.m. ET on March 7, 2023, and applications for FSP-NEC are due by 5 p.m. ET March 27, 2023. FRA recently published the Notice of Solicitation of Corridor Proposals and Funding Opportunity for the Corridor Identification and Development Program for eligible entities to participate in the Corridor Identification and Development (Corridor ID) Program. Authorized by the Bipartisan Infrastructure Law, the Corridor ID Program creates a framework to facilitate the development of new, enhanced, and restored intercity passenger rail corridors throughout the country. Applications for selection and funding under the Corridor ID Program are due no later than 5 p.m. ET March 20, 2023. A webinar on the Corridor ID Program is planned for February 9, 2023.

Maritime Administration (MARAD)

The Port Infrastructure Development Program (PIDP) is a discretionary grant program administered by MARAD. Funds for the PIDP are awarded on a competitive basis to projects that improve the safety, efficiency, or reliability of the movement of goods into, out of, around, or within a port. The PIDP provides funding to ports in both urban and rural areas for planning and capital projects. It also includes a statutory set-aside for small ports to continue to improve and expand their capacity to move freight reliably and efficiently and support local and regional economies. Applications for the FY 2023 PIDP NOFO are due on April 23, 2023.

This week, during a visit to Brent Spence Bridge in Covington, Kentucky, the President will announce the latest example of how his economic plan is delivering for American families and American communities: more than $2 billion in investments from the Bipartisan Infrastructure Law to upgrade some of our nation’s most economically significant bridges. Biden-Harris Administration Announces $1.5 Billion Available through the 2023 RAISE Grant Program

The U.S. Department of Transportation has published a Notice of Funding Opportunity (NOFO) for $1.5 billion in grant funding through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant program for 2023. The popular program helps communities around the country carry out projects with significant local or regional impact.

RAISE discretionary grants help project sponsors at the State and local levels, including municipalities, Tribal governments, counties, and others complete critical freight and passenger transportation infrastructure projects. The eligibility requirements of RAISE allow project sponsors to obtain funding for projects that are harder to support through other U.S. DOT grant programs.

Secretary Buttigieg Visits Connecticut, Celebrates Major Federal Grant for Gold Star Memorial Bridge

On Wednesday, Secretary Pete Buttigieg joined Connecticut Governor Ned Lamont, U.S. Senators Richard Blumenthal and Chris Murphy, New London Mayor Michael Passero, Groton City Mayor Keith Hedrick, Groton Town Mayor Juan Melendez and others at a news conference in New London, Connecticut to celebrate a $158 million federal grant to accelerate repairs to the Gold Star Memorial Bridge , a major link on the I-95 corridor. The Gold Star is one of four bridge projects across the country receiving a combined $4.1 billion from the Federal Highway Administration (FHWA) in the first round of the Bridge Investment Program (BIP) Large Bridge Project Grant program , included in President Biden’s Bipartisan Infrastructure Law (BIL) . The BIL provides nearly $40 billion over five years to help repair or rebuild ten of the most economically significant bridges in the country along with thousands of other bridges across the country.

While Secretary Buttigieg was in Connecticut, the President visited the Greater Cincinnati area to celebrate a grant for the Brent Spence Bridge Corridor Project , and Vice President Kamala Harris traveled to Chicago to highlight a grant for the Calumet River Bridges Project . And yesterday, White House Infrastructure Coordinator Mitch Landrieu joined U.S. RepresentativeNancy Pelosi and Deputy Secretary Polly Trottenberg in California to celebrate a grant for the Golden Gate Bridge . The bridge awards in this round were chosen for their importance to local communities and regional economies, and for the essential role they play in moving goods in our national supply chain. This funding comes on top of over $11 billion in formula funding that states have already received from the BIL to help fix tens of thousands of bridges, large and small. The program is a major part of the largest dedicated investment in highway bridges since the construction of the Interstate highway system.

DOT Reassures Traveling Public About Refunds for December Holiday Travel Disruptions

In the aftermath of thousands of flight cancellations by Southwest Airlines beginning on Christmas Eve, the Secretary has assured the American people that “DOT has your back” and will continue to support the traveling public. If your Southwest flight was delayed or canceled, and you are denied compensation for flights not taken or expenses you incurred -- such as booking a flight on another carrier, meals, hotel expenses, and ground transportation -- please submit a complaint on our Consumer Protection website . The Secretary emphasized that he has “assigned DOT resources to follow through on every complaint to make sure you get compensated, and we will penalize Southwest, as we would any airline, if they fail to meet what is required of them to take care of passengers.”

FRA Makes More than $11 Billion Available to Modernize the NEC and Other Passenger Rail Corridors

On December 22, the Federal Railroad Administration (FRA) announced the availability of nearly $9 billion in funding to upgrade and expand passenger rail services along the Northeast Corridor (NEC). The NEC, stretching from Washington, D.C. to Boston, is one of the highest-volume rail lines in the world, and accounts for 20 percent of our nation's GDP. (Note: FRA previously announced the availability of nearly $2.3 billion in funding for projects not located on the NEC.) The number of Americans utilizing the NEC corridor continues to grow, approaching pre-pandemic levels, with Amtrak ridership alone more than doubling in the last 12 months to 9.2 million passengers annually.

These funds will be issued through the Federal-State Partnership for Intercity Passenger Rail Grant Program (Partnership Program) , which has grown to $36 billion over five years thanks to the BIL. The NEC Project Inventory , which FRA issued in November, will guide investments under the Partnership Program and promote a transparent, systematic, long-term strategy for growing the NEC. Taken together, more than $11 billion in passenger rail funds have been made available in the first round of funding from the BIL.

The NOFOs are now posted in the Federal Register for funding from both programs. Applications must be submitted through www.grants.gov . See Section D of the NOFOs for additional application details.

DOT Awards 12 Projects Nearly $274 Million from New Rural Surface Transportation Grant Program

On December 21, DOT announced that it has awarded $273.9 million from the new Rural Surface Transportation Grant Program to help 12 communities around the country complete transportation projects that will increase connectivity, improve safety and reliability, support regional economic growth, and improve the quality of life for people living in rural areas. Due to decades of disinvestment , around 13 percent of rural roads and 10 percent of off-system bridges, most of which are in rural areas, are in poor condition. The fatality rate on rural roads is also two times greater than on urban roads. Facing these sobering figures, the Biden Administration made supporting Americans living in rural areas a top priority. And with a total of $44 billion available through the BIL to help rural communities repair and improve their roads, bridges, airports, ports, and transit systems, DOT is leading the charge to help rebuild rural transportation systems to benefit residents for decades to come.

The Rural program will invest a total of approximately $2 billion through 2026 for projects that improve highways, bridges, and tunnels, address highway safety, increase access to agricultural, commercial, energy, or freight facilities that support the economy, and bring flexible transit services to rural and Tribal areas. The Department received applications requesting approximately $10 billion in funding, far exceeding the nearly $300 million in 2022 funding available. Applicants for the Rural program also benefited from a streamlined application process that reduced the burden for applicants by allowing them to submit one application for three different grant programs.

FTA Announces $686 Million in ASAP Grants to Modernize Older Transit Stations and Improve Access

On December 19, the Federal Transit Administration (FTA) announced 15 grants for projects in nine states to help make it easier for people with disabilities and mobility needs to access some of the nation's oldest and busiest rail transit systems through essential upgrades, such as elevators. Funded by the BIL, the approximately $686 million in grants represents the first round of funding from the new All Stations Accessibility Program (ASAP), which is designed to improve the accessibility of transit rail stations so everyone, including those who use wheelchairs, push strollers, or cannot easily navigate stairs, can reliably access the rail systems in their communities.

Inaccessibility is a significant hurdle for riders using rail systems built before 1990, known as legacy systems. More than 900 transit legacy stations are not fully accessible today. ASAP provides support for transit agencies to repair, improve, modify, retrofit, or relocate station elements or facilities for passenger use. The BIL provides $1.75 billion for this important program over five years. This new program was created under the BIL, which provides $1.75 billion in funding through 2026. In response to the NOFO, FTA received $905 million in funding requests. As a result of this demand, FTA is awarding both the FY 2022 and 2023 competitive grant funding.

FY 2023 RAISE Grants NOFO Now Open

DOT to Join Release of National Blueprint for Transportation Decarbonization at TRB Annual Meeting

Join the departments of Energy, Transportation, Housing and Urban Development (HUD), and the Environmental Protection Agency (EPA) next week during the Transportation Research Board (TRB) Annual Meeting in Washington, D.C. as they roll out the U.S. National Blueprint for Transportation Decarbonization. Leadership from all four agencies will join transportation sector stakeholders at a panel discussion on Tuesday, January 10, 2023, from 3:45-5:30 p.m. eastern time to discuss the impact this Blueprint will have on the U.S. transportation sector.

This landmark strategy lays the groundwork for removing all emissions from the transportation sector by 2050. Reducing transportation-related greenhouse gas (GHG) emissions through deep decarbonization is a foremost problem in the race against climate change. The event is open to all registered participants of the TRB Annual Meeting; registration is still available.

DOT Announces Appointments to the Transit Advisory Committee for Safety

On December 15, Secretary Buttigieg announced the appointment of 24 members to two-year terms on the Federal Transit Administration (FTA)’s Transit Advisory Committee for Safety (TRACS) . TRACS provides information, advice, and recommendations on transit safety and other issues as determined by the Secretary of Transportation and the FTA Administrator. TRACS meets as a full committee at least once a year. Meetings are announced in the Federal Register and are open to the public. The first meeting will be held in early 2023. Since 2009, TRACS has provided FTA with valuable recommendations on critical issues, such as establishing a Fatigue Management Program for the Bus and Rail Transit Industry and researching transit worker accidents and fatalities to better protect them in railway corridors. The TRACS charter was renewed in February 2022.

White House Releases Inflation Reduction Act Guidebook for Clean Energy and Climate Programs

Last month, the White House released the first edition of a new resource entitled, Building a Clean Energy Economy: A Guidebook to the Inflation Reduction Act’s Investments in Clean Energy and Climate Action , which provides clear descriptions of the Inflation Reduction Act’s tax incentives and funding programs to build a clean energy economy, lower energy costs, tackle climate change, and reduce harmful pollution. The Guidebook will help state, local, territorial, and Tribal leaders, the private sector, non-profit organizations, homeowners, and communities better understand how they can benefit from these investments and unlock the full potential of the law. The Guidebook walks through the law program-by-program and provides background on each program’s purpose, eligibility requirements, period of availability, and other key details. New developments will be published on www.CleanEnergy.gov to keep stakeholders and potential beneficiaries up to date on the latest deadlines and details.

Treasury Publishes Details of Clean Energy Vehicles Tax Credit

A new tax credit to buy new or used clean vehicles has gone into effect. The U.S. Treasury Department released a list of vehicles that are eligible for the new tax credits beginning on January 1, 2023 , as well as a helpful FAQs page for consumers . The Inflation Reduction Act of 2022 (IRA) is the most significant climate legislation in U.S. history, and its provisions will finance green power, lower costs through tax credits, reduce emissions, and advance environmental justice. The IRA made several changes to the tax credit provided in the Internal Revenue Code for qualified plug-in electric drive motor vehicles, including adding fuel cell vehicles to the tax credit. The IRA also added a new credit for previously-owned clean vehicles. The FAQs provide detail on how the IRA revised the new clean vehicle credit for individuals and businesses, and information on the credit available under the previously-owned clean vehicle credit for individuals, and the new credit for qualified commercial clean vehicles.

FMCSA Creates New Online Tool to Help Entry-Level Drivers Seeking Training

Last month, the Federal Motor Carrier Safety Administration (FMCSA) added a new webpage on its Training Provider Registry website designed to aid entry-level drivers seeking driver training. The new tool recommended steps drivers can take when selecting a training provider. This information is also available as a downloadable guide. FMCSA’s Entry-Level Driver Training (ELDT) regulations set the minimum federal requirements that training entry-level drivers must complete before testing for certain commercial driver’s licenses and CDL endorsements.

BTS Releases 28th Transportation Statistical Annual Report (TSAR)

On December 30, the Bureau of Transportation Statistics (BTS) released the 28th edition of the Transportation Statistical Annual Report (TSAR) . The report is a collection of key transportation indicators along with an overview of the transportation system, to display ongoing technological change, shifting national priorities, and cultural, demographic, and economic challenges that have altered expectations of what is important to report to transportation stakeholders. Focus areas that reflect the topics in BTS’s legislative mandate that include: State of the System, Passenger Travel and Equity, Freight and Supply Chain, Transportation Economics, Transportation Safety, and Energy and Sustainability. TSAR 2022 also includes an assessment of the state of transportation statistics and efforts to improve how statistics are collected, compiled, analyzed, and published. TSAR is a report of the BTS Director to the President and Congress.

Biden-Harris Administration Announces $1.5 Billion Available through the 2023 RAISE Grant Program

WASHINGTON (DECEMBER 15, 2022) -- The U.S. Department of Transportation has published a Notice of Funding Opportunity (NOFO) for $1.5 billion in grant funding through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant program for 2023. The popular program helps communities around the country carry out projects with significant local or regional impact.

Recent examples of funded projects include a critical bridge replacement in Tucson, new berth construction at Port Tampa Bay, a new pontoon bridge in Lafourche Parish, Louisiana, and a new snowmelt system in Berlin, New Hampshire. A full list of 2022 awarded projects can be found HERE .

“The historic investments the Biden-Harris Administration is announcing today will help communities across the country modernize their transportation,” said U.S. Transportation Secretary Pete Buttigieg. “After decades of underinvestment in America’s infrastructure, we are supporting projects that help people and goods get where they need to go more safely, efficiently, and affordably.”

In 2022, RAISE funded 166 projects in all 50 states, the District of Columbia, Puerto Rico, the Northern Mariana Islands, and the U.S. Virgin Islands.

RAISE projects are rigorously reviewed and evaluated on statutory criteria of safety, environmental sustainability, quality of life, mobility and community connectivity, economic competitiveness and opportunity including tourism, state of good repair, partnership and collaboration, and innovation.

This year’s NOFO builds on the success of the RAISE program as authorized in the Bipartisan Infrastructure Law by refining the rating rubric and continuing to give priority to safety, environmental sustainability, mobility and community connectivity, and quality of life.

Additionally, projects designated “Reconnecting Extra” during the new FY 2022 Reconnecting Communities Program (RCP) competition and submitted for consideration under the FY 2023 RAISE NOFO will have a greater opportunity to be advanced during the FY 2023 RAISE evaluation process, as described in the NOFO.

Half of the funding will go to projects in rural areas, and half of the funding will go to projects in urban areas. At least $15 million in funding is guaranteed to go towards projects located in Areas of Persistent Poverty or Historically Disadvantaged Communities, and projects located in these areas will be eligible for up to 100 percent federal cost share, as directed by Congress in the Bipartisan Infrastructure Law.

As was the case last year, the Department is encouraging applicants to consider how their projects can address climate change, ensure racial equity, and remove barriers to opportunity. The Department also intends to use the RAISE program to support wealth creation and the creation of good-paying jobs with the free and fair choice to join a union, the incorporation of strong labor standards, and training and placement programs, especially registered apprenticeships.

EPA Press Release: Biden-Harris Administration Announces $6 Million in Bipartisan Infrastructure Law Funds to Support Tribal Nations in Reducing Nutrient Pollution

WASHINGTON (December 5, 2022) — Today, the U.S. Environmental Protection Agency (EPA) announced the availability of $6 million in funds from President Biden’s Bipartisan Infrastructure Law to support Tribal Nations across the Mississippi/Atchafalaya River Basin (MARB) in reducing nutrient pollution on Tribal lands in the Basin. The Bipartisan Infrastructure Law includes $60 million for actions to support water quality improvements in the Mississippi River watershed and Gulf of Mexico through the Gulf Hypoxia Program (GHP) over five years. EPA is allocating 10 percent of this funding – a total of $6 million – to 21 eligible Tribes to support capacity building activities and nutrient reduction demonstration projects that advance the goals of the Gulf Hypoxia Action Plan .

“The Biden-Harris Administration is committed to working alongside Tribes to advance our shared goal of improved water quality,” said Assistant Administrator for Water Radhika Fox. “Thanks to the historic Bipartisan Infrastructure Law, Tribes across this critical watershed will have resources to restore the Mississippi River and Gulf of Mexico.”

Today’s announcement includes an implementation memorandum that provides eligible Tribes with information on how EPA will award and administer GHP funds, highlights priorities for nutrient reduction, and provides flexibility for Tribe-specific activities. With these awards, Tribes will support nutrient reduction demonstration projects, implement nonpoint source management programs, and build their capacity to conduct nutrient reduction activities.

EPA has long supported the Hypoxia Task Force (HTF), with general support for Tribal and state water quality programs and targeted grants to states. The Bipartisan Infrastructure Law provides for dedicated funding to support Tribal nations, make progress towards reducing nutrient loads, and improve water quality in the Mississippi/Atchafalaya River Basin. Improving water quality in the watershed is critical for helping support families, economies, and communities that rely on this critical waterbody.

Background
The Mississippi River/Gulf of Mexico Watershed Nutrient Task Force is a long-standing group of states, federal agencies, and a representative for Tribal nations that work collaboratively to reduce the large oxygen-depleted “dead zone” in the Gulf of Mexico and improve water quality throughout the Mississippi/Atchafalaya River Basin. Leading Business & Civil Rights Organizations Partner to Launch ‘Build Up Local’ Platform, Provide Education and Resources on Historic Infrastructure Law, Helps Close Racial Wealth Gap

NEW YORK — The National Urban League (NUL ) , the National Minority Supplier Development Council (NMSDC) and Public Private Strategies Institute (PPSI) are excited to announce the release of the first phase of Build Up Local , a one-stop shop for business owners in systematically excluded communities of color to learn about resources and programs made available through the Infrastructure Investment and Jobs Act .

Today, phase one of Build Up Local is going live and business owners can sign up to receive updates. In the coming week, an updated version of the platform will launch with a full suite of resources that will be continually updated. The goal of this platform is to help close the racial wealth gap through inclusive infrastructure contracting opportunities. More specifically, Build Up Local aims to assist minority owned businesses by:

Providing business owners with resources to help them understand the Bipartisan Infrastructure Law and how it can help their business thrive.
Equipping businesses of color with the information needed to access contracting opportunities.

Over the coming months, NUL, NMSDC, and PPSI will continue to partner on an educational outreach campaign in order to highlight the opportunities of the Bipartisan Infrastructure Law to systematically excluded communities of color.

This resource, and the valuable contracting opportunities it opens for the communities we serve, is a crucial tool to make that happen,” said National Urban League CEO and President Marc Morial.

“Ensuring that NMSDC-certified minority business enterprises (MBEs) can access the contracting opportunities provided by the recent infrastructure bill, is a high priority for NMSDC. Reaching our audacious goal of $1 trillion in annual revenue for certified MBEs requires that we all work together to create greater economic equity. Build Up Local is a great example of that collaboration in action,” said NMSDC CEO and President Ying McGuire.

“The Bipartisan Infrastructure Law provides billions of dollars in funding for infrastructure. We’re excited about the launch of Build Up Local as a continuation of our work to connect systematically excluded minority owned businesses with critical educational resources, and ensure opportunities from this historic legislation are accessible, equitable and inclusive for all,” said Rhett Buttle, President, Public Private Strategies Institute.

Business owners can learn more about this resource and the opportunities presented by the Bipartisan Infrastructure Law at builduplocal.org . As noted, today’s announcement is phase one of the platform. In coming weeks, the resource center will be further populated, and regulations updated. Additionally, three groups have committed to launching a public education campaign with partner organizations to educate business owners about the infrastructure law, the platform and connection to government resources.
